Military enterprises, ostensibly set up to feed and supply soldiers, were some of the earliest and largest Burmese commercial conglomerates, established in the 1950s. Union Myanmar Economic Holdings Limited (UMEHL) and Myanmar Economic Corporation (MEC) are two profit-seeking military enterprises established by the military after the dissolution of the Burma Socialist Programme Party in 1988, which remain central players in Myanmar’s post-2011 economy. Military conglomerates are a major source of off-budget revenue for the military and a main employer of retired soldiers. Yet few veterans receive more than a small piece of the profits from UMEHL. The vast bulk of formal dividends instead disproportionately benefit higher ranking officers and institutions within the Tatmadaw. Military capitalism entrenches the autonomy of the Tatmadaw from civilian oversight. Despite this, obligatory or semi-coerced contributions from active-duty soldiers are a source of cash flow for UMEHL, effectively constituting a transfer from the government budget to the military’s off-budget entities. The most significant source of livelihoods support for most veterans is the service pension dispersed by the Ministry of Finance and Planning (MoPF). Despite delivering suboptimal welfare outcomes for most soldiers and veterans while eroding the legitimacy of ceasefires, successive governments since 1988, including Aung San Suu Kyi’s National League for Democracy (NLD) administration, have entrenched military capitalism by encouraging commercial activities of armed groups that enter into ceasefire agreements. Extending military pensions already paid by the Ministry of Planning and Finance to retired members of armed groups could deliver a far more consistent and tangible “peace dividend” than the commercial extraction of resources from ceasefire areas. More balanced civil–military relations, and fairer social outcomes for military personnel, will rely on civilian-led state institutions delivering effective and substantive welfare support beyond the commercially oriented welfare arrangements of military conglomerates.

The Cold War in Southeast Asia was a many-faceted conflict, driven by regional historical imperatives as much as by the contest between global superpowers. The essays in this book offer the most detailed and probing examination to date of the cultural dimension of the Cold War in Southeast Asia. Southeast Asian culture from the late 1940s to the late 1970s was primarily shaped by a long-standing search for national identity and independence, which took place in the context of intense rivalry between the United States and the Soviet Union, with the Peoples' Republic of China emerging in 1949 as another major international competitor for influence in Southeast Asia. What is common to all of the perspectives and works examined in this book is that they expressed social and aesthetic concerns that both antedated and outlasted the Cold War, ones that never became simply aligned with the ideologies of either bloc. This timely and accessible book is the first to provide a thorough analysis of the 2008 Constitution of Myanmar (Burma) in its historical, political and social context. The book identifies and articulates the principles of the Constitution through an in-depth analysis of legal and political processes and practises, particularly since the 1990s. The core argument of this book is that the 2008 Constitution is crucial to the establishment and maintenance of the military-state. The military-state promotes the leadership role of the military in governance based on a set of ideological commitments and a centralised form of organisation based on the concept of the Union. The book develops this argument by demonstrating how the process of constitution-making and the substance of the 2008 Constitution contribute to its lack of credibility and fuel demands for reform. The vision offered by the 2008 Constitution and its associated institutions has been the subject of fierce contestation, not least, for example, due to concerns over the militarisation of the state. This book is animated by debates over fundamental ideas such as the nature of democracy, the possibility of peace and federalism, the relationship between the executive and the legislature, relations between the Union government and sub-national governments, debates over judicial independence and the oversized role of the Tatmadaw (armed forces). Central to the future of the Constitution and the military-state is the role of the Tatmadaw, which will be a key determinant in any potential shift from the present highly centralised, partly-democratic Union to a federal or decentralised democratic system of governance.

This authoritative book explores the influential but controversial concept of military professionalism and its role in civil-military relations. Focusing on the evolution of military professionalism in ten key Asian countries, the authors investigate its conception, practice, and consequences. Combining the expertise of military officers and scholars from the region, the study argues that 'old professionalism' is on the rise in Asia as the role of coercion in governance has been reduced and the distribution of power has shifted away from the military in favor of political and civil society.

Burma has been racked by extensive ethnic conflict. As numerous groups sought to secure their individual ethnic rights, successive Burmese governments sought to destroy them through numerous counter-insurgency measures, negotiated ceasefires, and by integrating them into Burma Army controlled Border Guard Forces or militias. ‘By Force of Arms' provides background information on the numerous armed ethnic groups that have emerged in the country since independence.
