Burma had the brightest prospects of any Southeast Asian nation after World War II. In the years since, however, it has dropped to the bottom of the world's socioeconomic ladder. That transition, together with a recent change in U.S. policy, prompted this book. Two military dictators have ruled Myanmar with an iron fist for nearly fifty years. Years of Western sanctions had no measurable impact, but in 2009 the Obama administration adopted a new policy of "pragmatic engagement," encouraging greater respect of democratic principles and human rights as a basis for eventual removal of sanctions. November 2010 sees the first elections in Myanmar/Burma since 1990, to be held as the culmination of the military regime's 'Road Map for Democracy' The conditions under which the elections are being held are far from favourable, although the laws and procedures under which they will be conducted have been in place for seven months and quite widely publicized. Political controls remain repressive, freedom of expression and assembly does not exist, and international access is restricted by government controls as well as sanctions. While the elections represent a turning point for Myanmar/Burma, the lead-up period has not been marked by many notable improvements in the way the country is governed or in the reforming impact of international assistance programmes. This 2016 Article IV Consultation highlights that Myanmar’s economy grew broadly as expected in FY2015/16, at a healthy pace of 7.3 percent, despite massive floods during July–September 2015. Activity softened during the first half of FY2016/17, but is expected to recover in the second half on account of the resumption of construction in Yangon after a temporary halt for regulatory compliance purposes. The growth of agricultural production was softer than expected. The external environment has been weak owing to slowing demand from major trading partners and significant natural gas and other commodity price declines in 2015 and 2016. Macroeconomic imbalances persist, with continuing inflation pressure, an increased fiscal deficit, and a widening external current account deficit.

This Article IV Consultation reports that Myanmar’s authorities are moving forward with reforms of the exchange rate system. Priorities are establishing the market infrastructure for the planned move to a managed float, and monetary and foreign exchange policy capacity to complement plans to unify the exchange rates. Financial sector modernization remains essential to support the reform process and improve financial intermediation. Fiscal policy priorities include ending deficit monetization, reprioritizing spending, and increasing nonresource revenues for development spending within a medium-term fiscal framework.
