In recent years Africa appears to have turned a corner economically. It is posting increased growth rates and is no longer the world's slowest growing region. Commentators are beginning to ask whether emerging from Africa is a new generation of 'lion' economies to challenge the East Asian 'tigers'? This book goes behind the headlines to examine the conditions necessary not just for growth in Africa but for a wider business and economic transformation. Contrary to neoliberal economics, it argues that governments can play an important role in this through selective interventions to correct market failures, and, controversially, that neo-patrimonial governance need not be an obstacle to improved business and economic conditions. Drawing on a variety of timely case studies - including Rwanda, Ethiopia, Tanzania and Ghana - this provocative book provides a radical new theory of the political and institutional conditions required for pro-poor growth in Africa.

This book uses extractive industry projects in Africa to explore how political authority and the nation-state are reconfigured at the intersection of national political contestations and global, transnational capital. Instead of focusing on technological zones and the new social assemblages at the actual sites of construction or mineral extraction, the authors use extractive industry projects as a topical lens to investigate contemporary processes of state-making at the state–corporation nexus. Throughout the book, the authors seek to understand how public political actors and private actors of liberal capitalism negotiate and redefine notions and practices of sovereignty by setting legal, regulatory and fiscal standards. Rather than looking at resource governance from a normative perspective, the authors look at how these negotiations are shaped by and reshape the self-conception of various national and transnational actors, and how these jointly redefine the role of the state in managing these processes for the ‘greater good’. This book examines the various ways in which some fragile states in the Global South (or states with limited statehood) have adopted, and adapted to, processes of governance in their quests to address the socialized problems affecting their societies. It tells the story of these states’ resilience in the societal adaptation to a liberalized notion of governance. In addition to comparative case studies, the book also analyzes the engendered interplay of culture, economics, and politics in the creation of people-centric governance reforms. The contributing authors shed light on weak states’ often constructive engagement in the promotion of state governance under a variety of societal conditions, adverse or otherwise, and on their ability to remain resilient despite the complexities of the political and economic challenges they face.

Many African countries have experienced unprecedented rates of economic growth in recent years, yet their economic transformations display features that could constrain their future growth prospects. Patterns of urbanization without industrialization, rapid growth of low productivity jobs in the informal economy, and a neglected agricultural sector with increased need for important foods are all areas for concern as Africa continues to develop. Using Ghana as a case study, Ghana's Economic and Agricultural Transformation: Past Performance and Future Prospects integrates economic and political analysis to explore the challenges and opportunities of Africa's transformation. It examines Ghana's overall economic performance since it went through a major Structural Adjustment Program in the early 1980s, and provides an in-depth empirical analysis of the broader economy and the agricultural sector over the last four decades. It explains why Ghana has not transformed its economy more substantially, why its agriculture sector has not played a greater role beyond cocoa production, and what must be done in the future to achieve a successful transformation. In addressing these puzzles Ghana's Economic and Agricultural Transformation considers what the rest of the world can learn from Ghana's experience.

How does public transport work in an African city under neoliberalism? Who owns what in it? Who has the power to influence its shape and changes in it over time? What does it mean to be a precarious and informal worker in the private minibuses that provide public transport in Dar es Salaam? These are the main questions that inform this in-depth case study of Dar es Salaam's public transport system over more than forty years. The growth of cities and informal economies are two central manifestations of globalization in the developing world. Taken for a Ride addresses both, drawing on long-term fieldwork in Dar es Salaam (Tanzania) and charting its public transport system's journey from public to private provision. This new addition to the Critical Frontiers of Theory, Research and Practice in International Development Studies series investigates this shift alongside the increasing deregulation of the sector and the resulting chaotic modality of public transport. It reviews state attempts to regain control over public transport and documents how informal wage relations prevailed in the sector. The changing political attitude of workers towards employers and the state is investigated: from an initial incapacity to respond to exploitation, to the political organisation and unionisation which won workers concessions on labour rights. A longitudinal study of workers throws light on patterns of occupational mobility in the sector, and the political and economic interests that shaped the introduction of Bus Rapid Transit in Dar es Salaam, and local resistance to it are analysed. Taken for a Ride reveals the political economy of public transport, exposing the limitations of market fundamentalist and post-colonial scholarship on economic informality, the urban experience in developing countries, and the failure to locate the agency of the urban poor within their economic and political structures. It is both a contribution and a call for the contextualised study of 'actually existing neoliberalism'.

When the state and business interact effectively they can promote a more efficient allocation of scarce resources, appropriate industrial policy and a more effective and prioritised removal of key obstacles to growth, than when the two sides fail to co-operate or engage in harmful collusion. This book, based on original empirical research undertaken in Africa and India, addresses what constitutes the effectiveness of state-business relations, what explains their formation and evolution over time and whether effective state-business relations matter for economic performance. Analysing the effects of state-business relations on economic performance at both the macro and micro levels, the book concludes that where effective state-business relations are established – either through formal or informal institutional patterns and relationships – the growth effects are generally positive. Establishing, sustaining and renewing effective state-business relations are political processes. The better organized the business community and the government are for purposes of such relations, the more effective state-business relations will be in negotiating growth enhancing policies. The book is of interest to researchers in the fields of development studies, management, economics and political science.
