This paper discusses Cabo Verde’s 2019 Article IV Consultation and Request for an Eighteen-Month Policy Coordination Instrument (PCI). The PCI aims at bolstering macroeconomic stability through fiscal consolidation and growth-enhancing reforms to support medium-term fiscal and debt sustainability. Policy discussions and the PCI-supported program focused on achieving medium-term fiscal and debt sustainability; modernizing the monetary policy framework and continuing to build precautionary reserves; bolstering the financial system resilience; restructuring lossmaking State-Owned Enterprises; and advancing structural reforms to support private sector-led growth. The medium-term outlook is positive although risks are tilted to the downside. Economic growth is projected to remain robust while the fiscal and external positions are expected to improve further, underpinned by growth and programmed structural reforms.

Cape Verde’s authorities have tightened fiscal and monetary stances and have significantly reduced the gaps with program targets. Tax revenues held up well, but there were shortfalls in nontax revenue in addition to capital transfers. The spending execution was held below the budget. The authorities need to scale back the fiscal deficit in 2012 and in the medium term to ensure a sustainable fiscal position. Net domestic financing of the central government should decline to avoid crowding out private sector credit and lessen pressure on the balance of payments.

During the past financial year, the IMF’s 189 member countries faced a number of pressing challenges. IMF work on these challenges - slower trade, declining productivity, gender inequality, inclusive growth, and debt management - is a central focus of this 2017 Annual Report.

This technical assistance (TA) mission on Public Sector Debt Statistics (PSDS) was conducted during October 19-30, 2020. The main purpose of the mission was to review the progress made by the authorities in implementing previous TA recommendations and provide further support to strengthen the compilation and dissemination of GFS in line with international standards set out in the Government Finance Statistics Manual 2014 (GFSM 2014).

The BOPS Yearbook, usually published in December, contains balance of payments statistics for most of the world, compiled in accordance with the IMF’s Balance of Payments Manual. Part 1 includes aggregate as well as detailed information in the form of analytical and standard component presentations for countries. Part 2 provides tables of data, featuring area and world totals of balance of payments components and aggregates. Part 3 presents descriptions of methodologies, compilation practices, and data sources used by individual member countries in compiling their balance of payments and international investment position statistics.
