Canada's statebuilding efforts in Afghanistan are not well documented. After fourteen years of significant investments in humanitarian causes, there are still questions about the impact of these projects and whether they delivered as promised or fell short. In Canada as Statebuilder? Laura Grant and Benjamin Zyla analyze over one hundred and thirty Canadian-led development projects in Afghanistan to illustrate that Canada has a limited capacity to effectively run humanitarian efforts in unstable, insecure, or inaccessible environments. Canadian or Canadian-sponsored development projects were ambitious and highly productive in terms of outputs in the short term, especially in the areas of security, women and gender, health, and education. However, when their outcomes and overall impact are assessed, the authors argue, Canada's record is less impressive. Their analysis contributes to evidence-based discussions of one of Canada's most important foreign policy activities in recent years. Reflecting on Canada's engagement in Afghanistan, Canada as Statebuilder? asks whether Canadian peacekeeping efforts in the region were ultimately worth the economic and human resources invested.

This book presents a systematic, in-depth, and comparative analysis of the role of the EU in the process of international state-building and is one of the first comprehensive books to do so at an international level. Taking the case of Kosovo, it examines the EU's role in the birth of a state in comparison to other international actors from 1999 to 2008 and moves on to analyse the EU's role in norm diffusion in the post-independence period (2008–2020). Throughout the book, the author draws parallel analyses with broader debates and scholarly literature regarding the EU’s role as a state-builder or norm-diffuser. Combining a liberal peace thesis framework with the normative power Europe (NPE) approach, it analyses how successful the EU and other international actors were in the diffusion of tangible and normative impacts in the process of state-building in Kosovo (1999–2008), along with the EU’s diffusion of normative impact from 2008 to 2020. The book provides an updated account of justice reform in Afghanistan, which started in the wake of the US-led military intervention of 2001. In particular, it focuses on the role of international actors and their interaction with local stakeholders, highlighting some provisional results, together with problems and dilemmas encountered in the reform activities. Since the mid-1990s, justice system reform has become increasingly important in state-building operations, particularly with regard to the international administrations of Bosnia, Kosovo, East Slavonia and East Timor. Statebuilding and Justice Reform examines in depth the reform of justice in Afghanistan, evaluating whether the success of reform may be linked to any specific feature or approach. The period between the Civil War and the New Deal was particularly rich and formative for political development. Beyond the sweeping changes and national reforms for which the era is known, Statebuilding from the Margins examines often-overlooked cases of political engagement that expanded the capacities and agendas of the developing American state. This volume examines and evaluates the impact of international statebuilding interventions on the political economy of post-conflict countries over the past 20 years. While statebuilding today is typically discussed in the context ofpeacebuilding and ‘stabilisation operations, the current phase of interest in external interventions to (re)build and strengthen governmental institutions can be traced back to thegood governance policies of the International Financial Institutions (IFIs) in the early 1990s.
