The story of Canada in the North Atlantic Treaty Organization (NATO) is one of consistent support and involvement but of varying levels of military and diplomatic engagement. Canada in NATO, 1949–2019 provides the first analysis of Canada’s involvement in the Atlantic Alliance – from the negotiations leading to the alliance’s charter in 1949 to NATO’s seventieth anniversary – exploring how the country’s role in NATO has evolved over the years. As one of NATO’s early, foremost participants, Canada was a major force contributor in the 1950s. Briefly deploying more modern fighter aircrafts in Europe than the United States had, as well as a naval commitment that would have been responsible for 10 per cent of ship escorts across the North Atlantic, Canada became the “odd man out” of the western alliance as the Cold War wore on due to its spotty military contributions. Yet Canada eventually re-emerged as a significant member through its contributions to NATO peace enforcement operations in the Balkans in the 1990s and its heavy contributions to operations in Afghanistan in the early twentieth century, finding itself in the unfamiliar position of criticizing many of the allies by which it had for so long been criticized. As the lead nation for the alliance’s “enhanced forward presence” in Latvia, Canada still plays an important and highly visible role in NATO’s efforts in Eastern Europe today. Canada in NATO, 1949–2019 sheds light on how NATO profoundly shaped Canadian defence and foreign policy, while also serving vital Canadian security and diplomatic interests.

How democratic regimes should engage with authoritarian regimes, or self-proclaimed authorities in states under occupation, has long been a subject of debate. The work examines Canada's relations with member-states of the Warsaw Pact during the Cold War. Central and East European communist states were nominally independent but established under occupation. Canadian leaders explored whether engaging in foreign relations with these countries would encourage liberalization or embolden dictatorships. Over time, Canada's position evolved as a policy of encouraging bilateral and multilateral diplomacy, while calling for the respect of human rights. However, Canada's economic relationship with East European states was at times at cross-purposes with its democratic principles. Andrea Chandler concludes that while Canada did play a role in encouraging democratization, the country's leaders did not sufficiently consider the impact of these policies on the citizens of Warsaw Pact countries. This book treats Canada’s engagement with Hungary, Poland, the German Democratic Republic, Romania, Bulgaria and Czechoslovakiaduring the Cold War, in which the Western countries of the North Atlantic Treaty Organization (including Canada) had an adversarial relation with the Soviet bloc nations.

This book argues that Canada and its international policies are at a crossroads as US hegemony is increasingly challenged and a new international order is emerging. The contributors look at how Canada has been adjusting to this new environment and resetting priorities to meet its international policy objectives in a number of different fields: from the alignment of domestic politics along new foreign policies, to reshaping its international identity in a post-Anglo order, its relationship with international organizations such as the UN and NATO, place among middle powers, management of peace operations and defense, role in G7 and G20, climate change and Arctic policy, development, and relations with the Global South. Embracing multilateralism has been and will continue to be key to Canada’s repositioning and its ability to maintain its position in this new world order. War has returned to Europe, and NATO stands at the forefront of the response to Russia's aggression in Ukraine. But how does NATO function? How do NATO member states perceive and act through the Atlantic Alliance? And ultimately how do states shape NATO's cohesion and relevance in the face of threats? The Nations of NATO explores national policies within the Atlantic Alliance. It examines the foreign policies of 16 allies, focusing on issues such as their strategic cultures, relationship with the United States, contributions to NATO operations, levels of defence spending, domestic challenges, and decision-making processes. The recent crisis in Ukraine has without doubt reinvigorated NATO as a military alliance, but over the last decade it has also been affected by a number of challenges, both endogenous and exogenous. Whether the Alliance is threatened from the outside (Russia, terrorism, China) or is being undermined from within (intra-Alliance politics, diverging threat perceptions) has become an increasingly debated issue. The degree to which the Alliance can adapt to evolving threats has also been at stake. At the heart of these debates are NATO allies' policies, preferences, threat perceptions, and level of commitment to the shared enterprise. By analysing the drivers, constraints, and specificities of relevant national policies, the volume offers an overview of NATO's contemporary functions and challenges, and constitutes an important source of data for future research and comparative analysis.

This book explores the evolution and future relevance of NATO from the perspective of the member-states. Addressing the overarching question of the relevance of transatlantic relations in the 21st century, the volume has three core objectives. The first is to reinforce the view that international alliances serve not only an external-oriented goal, but also a domestic-oriented aim, which is to control others’ behaviour. The second is to show that tensions amongst NATO allies have become more acute and, therefore, more dangerous. The third is to discuss current transatlantic relations through the adoption of a "second image" perspective; that is, one that emphasizes the multiple vertical linkages that connect NATO to the politics and the policies of each ally. The chapters presented here are built on a dual approach: on the one hand, they look at the place the Alliance occupies in the domestic public debate and the strategic culture of specific member states; on the other, they analyze how each of these countries contributes to NATO’s operations and what interests and visions they share for the Alliance’s future.
