Transforming The Nation

eBook Download

BOOK EXCERPT:

In Transforming the Nation, leading Canadian politicians and scholars reflect on the major policy debates of the period and offer new and surprising interpretations of Brian Mulroney. Mulroney had a tremendous impact on Canada, charting a new direction for the country through his decisions on a variety of public-policy issues - free trade with the United States, social-security reform, foreign policy, and Canada's North. The Mulroney government represented a dramatic break with Canada's past.

Federal Dynamics

eBook Download

BOOK EXCERPT:

Federal systems are praised for creating political stability, but they are also blamed for causing rigidity. They are said to balance powers, but apparently they are also threatened by instability due to drifts in power. Federalism should support democratization, but it can also constrain the power of the demos and strengthen the executive. In short, there is widespread agreement that federal systems are dynamic. The forces, mechanisms and consequences of federal dynamics, however, are not sufficiently understood so far. This book brings together leading experts in the field of comparative federalism to highlight how the interplay of continuity and change systematically generates and reinforces varieties of federalism and varieties of federal dynamics. Federal Dynamics: Continuity, Change and Varieties of Federalism investigates mechanisms and resulting patterns of federal development. It offers new analytical concepts and discusses different theoretical propositions to systematically compare convergent and divergent trends in federal systems. Acknowledging the theoretical pluralism that dominates the field, the book is organized around four sections: Models, Varieties and Dimensions of Federalism; Timing, Sequencing and Historical Evolution; Social Change and Political Structuring; and Actors, Institutions and Internal Dynamics. The contributions to this volume are variously concerned with three guiding questions: What changes within federal systems, how and why? The focus provided by these three guiding questions allows for a dialogue between strands of the literature that have not talked to each other in a sufficient manner. In this way, the book makes a significant contribution to the growing literature on continuity and change in federal systems. Ultimately, it represents a substantive effort in advancing research on comparative federalism.

Market Rules

eBook Download

BOOK EXCERPT:

Federalism is about dividing and sharing government, often in complex ways that involve some tasks being done jointly. Are federal systems capable of effective joint policy-making? Is this possible in the fast-moving context of globalization? In Market Rules Douglas Brown examines these questions through a comparative study of Australia and Canada, looking at recent major reforms to the economic union in the two federations and comparing them with the evolving European Union (EU). Brown argues that internal barriers to trade and competition in these countries were significant obstacles to competition in the global economy and shows that the old market rules were rooted in longstanding political and regional compromises. He describes the process of detailed and difficult intergovernmental collaboration required for the EU, and now Canada and Australia, to produce new market rules. The resulting reforms created new regimes that provide deeper and broader national economic integration in Canada and Australia than in the EU. The new rules entrench neo-liberal values, retaining some room for diversity and flexibility for equity goals. Built on a careful analysis of the differences and similarities in political economy, constitutional design, federal culture, and history of intergovernmental relations in Canada and Australia, Market Rules provides fresh evidence that federal states can be strong and autonomous in the global society, while underscoring the conditions for effective collaboration that make this sustainable. Rich in detail, broad in scope, Market Rules makes a significant contribution to knowledge about federalism and economic policy-making in the era of globalization.

The Value Of Comparative Federalism

eBook Download

BOOK EXCERPT:

This book explores new avenues of international research in comparative federal studies. It re-examines the conceptual tools and methodologies for understanding federal systems, and the role of comparative federalism in the dissemination and implementation of federal concepts. It highlights the influence of comparative federalism on constitution-making as well as constitutional reforms. The volume provides innovative and pragmatic perspectives from both the Global North and the Global South, with case studies drawn from established federations such as India, Canada, Australia, and Austria, and emerging federal systems such as Italy and South Africa. Advocating a combined approach that integrates modern and traditional theoretical routes with practical insights and contemporary analyses, it discusses the issues of multilevel elections and federal governance; coalition governments and multiparty democracy in parliamentary federal systems, such as India; minority empowerment; gender budgeting; self-governance; multinational federalism; unitary states; the nation-state; and degenerating federalism. It also breaks new ground by looking at federalism from a gender perspective and deals with tools for measuring fiscal responsibility, and a social and cultural index. A tribute to the intellectual legacy of Ronald L. Watts, this volume will be useful to scholars and researchers of political science, federalism, comparative federal studies, political studies, comparative politics, governance, public administration and law, development studies, South Asian studies, and Global South and North studies as well policymakers, international government bodies, research institutes, development experts, and other organisations working in the area.

The Senate And The People Of Canada

eBook Download

BOOK EXCERPT:

The Senate of Canada is the upper house of its parliamentary system. It is an appointed legislative chamber that has been frequently derided for its apparent lack of effective activity, its failure to represent Canada’s federal system, and the perceived lack of accountability among its members. Reform of the Senate persists as one of the most contentious issues in the country. Typical reform proposals begin with the assumption that it must become an elected body that primarily represents Canada’s provinces and can serve as an effective check on the federal government and the House of Commons. This book challenges those assumptions through a thorough analysis that places the Senate within the context of other parliamentary upper houses. It presents a hypothetical constitutional amendment and a proposal for non-constitutional reform that are based upon alternative models derived from that broader context. The book ultimately recommends a Senate that remains unelected but with a more expansive appointment process that more appropriately reflects the optimal role of a parliamentary upper house as well as the diversity, regional aspirations, and political principles of Canadian democracy.
