Capital Markets and Non-bank Financial Institutions in Romaniais part of the World Bank Working Paper series. These papers are published to communicate the results of the Bank's ongoing research and to stimulate public discussion. With only three years remaining before joining the European Union, Romania is working hard to improve its capital markets and non-bank financial institutions, which remain less developed than those in other accession countries. Strengthening these sectors has become a top priority for policymakers, whose primary objective is to ensure that the financial system is sufficiently developed to serve the growing demands of the Romanian economy. During 2003 and 2004, the Romanian authorities made significant efforts to draft, adopt, and enact new legislation to align Romania with EU financial directives. Despite these efforts, however, challenges remain in the area of supervisory capacity and the implementation of laws and regulations. This study assesses key issues and recommendations for development, and reviews the specific changes which are necessary in four areas: structural reforms, market institutions, and infrastructure; accounting, transparency, and disclosure; market infrastructure; and credit enhancements.

This paper discusses the following important issues related to the Romanian economy: inflation and inflation expectations, the need to bolster expenditure efficiency, minimum wage policy, and financial sector development. Headline inflation has decreased markedly in Romania in recent years. Key factors in this trend were oil and food price developments and, in particular, the recent reduction in the VAT rate. Romania has undertaken a strong fiscal consolidation since 2010, which reduced expenditure to among the lowest in the region. Minimum wages in Romania have risen sharply, which could directly affect wage distribution and improve income inequality.

First Published in 1999. Small Businesses Trickling Up in Central and Eastern Europe argues that micro-, small, and medium-sized enterprises in selected countries of Central and Eastern Europe (CEE) have been the key to economic growth rather than privatized large-scale enterprises. Small businesses have come to constitute the most dynamic element of growth in the emerging markets of the CEE region in the last decade. In 1989, most of the countries of the region were still under the political and economic domination of the Soviet Union. Since then a process of liberalization has been unleashed in the region to dismantle statist economic policies and replace them with free market policies. This has involved programs of privatization and restructuring of state-owned enterprises, as well as the promotion of policies to enable a private sector to develop. Small businesses are creating thousands of new jobs while large companies are retrenching and downsizing their workforce. In some countries of the region this process is much further along than in others. In each country, however, the small and medium enterprise (SME) sector has developed at a more rapid pace than has the privatization of the large public companies. The privatization of small and medium-sized state-owned enterprises has been rather more successful. With the economic transition there has been a flurry of new enterprises springing up throughout the region, some registered as legal entities but many micro-enterprises often remaining unregistered in the informal sector. Micro-enterprises are increasingly seen as an important element of this SME sector, although they were traditionally treated separately as belonging to the informal sector and a detriment to economic growth.
