This publication presents a comprehensive overview of the potential impact of climate change on Central Asia Regional Economic Cooperation (CAREC) member countries. It assesses and recommends how CAREC member countries can collaborate to address climate change issues through regional cooperation. The report's overarching conclusion is that CAREC has a unique and urgent opportunity to chart a course of proactive, systematic, and strategic engagement in supporting its member countries in reinforcing, modifying, and implementing existing national strategies on climate change mitigation and adaptation, and in developing a range of regional actions in response to the regional nature of many climate change impacts and solutions.

Central Asia is highly vulnerable to climate change threats, which have negatively impacted both humans and wildlife. Tajikistan, one of the least urbanized countries in the region, is prone to natural disasters, disruptions in rainfall, growing temperatures, reductions in glacial cover, and extreme weather events (Zoï Environment Network 2020; Green Climate Fund [GCF] 2020). The Government of the Republic of Tajikistan acknowledges the problems and risks posed by climate change and is working toward ad dressing them to meet the United Nations (UN) Sustainable Development Goals (SDGs) focused on climate change and environmental concerns. One critical step in this direction is the submission of its updated Nationally Determined Contributions (NDCs) in 2021, which states the country’s proposed efforts to support sustainable and efficient development, taking into consideration climate change, environmental, and socioeconomic challenges for the period 2020–2030 (Government of the Republic of Tajikistan 2021). Weak institutional capacity and lack of efficient vertical and horizontal coordination between multiple stakeholders could undermine the possibility of undertaking integrated climate change actions, how ever. Thus, given the interconnected and multistakeholder nature of climate change issues, the first step is to identify all relevant stakeholders. This effort must be accompanied by an understanding of how the country’s multisectoral climate change issues are being addressed through the policy system and national and regional institutions and how development partners support these efforts (Clar and Steurer 2019). In this paper, we map institutions, stakeholders, and relevant policies that support NDC implementation in Tajikistan and understand their specific roles and responsibilities and related interlinkages. The key impact objective of this paper is to create a knowledge product that helps strengthen vertical and horizontal coordination between institutions working on climate change issues in Tajikistan.

Analyzing topics including global value chains, investment, the movement of people, and regional cooperation initiatives, it outlines the economic and environmental challenges the region currently faces. It explores how trade and investment policies can support climate action and highlights why a joined-up approach is essential to help deepen the digital economy, strengthen supply chains and foster greener businesses, markets, and trade.

This report explores how economic forces are affecting cross-border flows of goods and services and the movement of people in Asia and the Pacific. It looks at the extent to which various challenges are prompting deeper economic links. This year’s theme chapter focuses on decarbonizing global value chains, exploring how policymakers can minimize emissions while maximizing the economic advantages of global production networks. It evaluates the impact of initiatives like the European Union’s Carbon Border Adjustment Mechanism for Asian subregions, suggesting the use of carbon pricing, accounting mechanisms for embedded emissions, increased trade cooperation, upgraded technology, and international cooperation for technology transfer to reduce CO2 emissions.

This report analyzes future energy market options for Central Asia Regional Economic Cooperation (CAREC) program members. It aims to facilitate strategic decisions and sustainable investments in energy infrastructure by equipping investors and policy makers with crucial insights on regional trends. It can help identify potential investment opportunities that will improve energy services and reduce carbon emissions across CAREC countries. The report provides forecasts at both individual country and regional levels. It includes energy supply and demand scenarios, assessments of innovative technologies, estimates of investment needs in the energy sector, and possible trajectories for carbon emissions.

Climate change is a major threat to improving prosperity in Asia and the Pacific. The Asian Development Bank (ADB) has an important role to play in responding to the threats---and opportunities---presented by climate change in the region. To better align its investments and associated policy and institutional support with the priorities of its developing member countries relating to climate and development each of ADB's five regional departments---covering Central and West Asia, East Asia, the Pacific, South Asia, and Southeast Asia---has drafted a Climate Change Implementation Plan to serve as a guide for climate-related responses, both to mitigate greenhouse emissions and to adapt to climate change impacts. This report summarizes the recommendations of the regional plans and outlines ongoing and planned interventions to help build low-carbon, climate resilient economies in Asia and the Pacific.

This publication has the objective of providing a comprehensive analysis of the key trends in greenhouse gas (GHG) emissions and vulnerability to climate change in the Europe and Central Asia (ECA) region, compiling the most relevant efforts and progress reported by countries in the implementation of mitigation and adaptation goals and measures in recent years. Considering the areas of the FAO mandate, this document aims to provide information with relevance for the agricultural, and land use, land-use change, and forestry (LULUCF) sectors as key contributors to country gross domestic product (GDP) and one of the most vulnerable areas of economic activity to the impacts of climate change. This policy analysis report consists of three main sections that consider the levels of economic development, as well as diverse geopolitical contexts, in the region. To reflect this diversity of country realities, the information is structured and presented by sub-regions, including the Caucasus, Central Asia, (European part of) the Commonwealth of the Independent States and Ukraine 2 (hereinafter referred to as CIS), EU27+UK, 3 European Free Trade Association (EFTA), and Southeastern Europe (SEE).

This book looks at how legal frameworks can and do reduce risks arising out of disasters. The volume: analyses existing disaster laws and the challenges on the ground; brings together case studies from some of the most vulnerable regions; and proposes solutions to avert existing and possible future crises. This open access book explores climate change impacts, adaptation, and mitigation in Central Asia and discusses policy options for the Central Asian governments.
