While the regional integration movement is primarily an institutional activity, its success will depend largely on the impact on the people of the region by these institutions. Caribbean Integration Law offers a comprehensive legal analysis of the current treaties and rules governing the two main regional organisations in the Caribbean, the Caribbean Community (CARICOM) and the Organisation of Eastern Caribbean States (OECS). Both organisations are operating under new treaties, the Revised Treaty of Chaguaramas and the Revised Treaty of Basseterre, respectively, which created the CARICOM Single Market and Economy, and the OECS Economic Union. The single market and economic union were built upon principles of free movement of goods, labour, and capital, and a common external tariff. This book reviews the foundations of Caribbean regional integration, the institutional frameworks of the two regional organisations, and fleshes out the scope and context of the legal systems created by the treaties. It also reviews the dispute settlement mechanisms under both treaties, including the increasingly active role of the Caribbean Court of Justice, which allows persons to enforce their treaty rights directly before the Court. The book offers selective comparisons to the current rules governing the European Union, and integrates crucial insights from the field of public international law, including the law of treaties and international institutional law.

A critical part of the history of regionalism in Latin America and the Caribbean is to be found in the widening of the economic and functional relationships among the English-speaking Caribbean to embrace other countries in the Greater Caribbean. The three small economies that are the subject of this study were established as artificial colonial societies and have remained extremely vulnerable to the international capitalists system, a situation that has led to homegrown efforts to assert methods of development not associated with capitalism. After placing the developmental realities of the three countries in the general context of the Caribbean region and the global capitalist system, Rose (Siena College) critically examines the attempts of the three countries' experiments with socialism, begun in the 1970s. She reserves greater criticism for the United States as she turns her attention to U.S. government efforts to destabilize the countries in an effort to prevent the emerging of any socialist alternatives in an area it viewed as part of its sphere of influence. "The CARICOM Single Market and Economy (CSME) has for years been touted as the most critical pillar in Caribbean regional integration. Yet, for years, the implementation of the CSME stalled due to the absence of a common view as to its feasibility, the speed of its implementation, the institutional capacity, programming for public education and ultimately, its benefits. In this work, a special edition of the Integrationist, and put together by the UWI-CARICOM project, the CSME is explained in all its dimensions. The contents cover the background to the establishment of the CSME and perspectives on its implementation. The main provisions and expected benefits of the Single Market are also presented along with the strategic framework and efforts at resource mobilisation to make the CSME a reality.
