A critical part of the history of regionalism in Latin America and the Caribbean is to be found in the widening of the economic and functional relationships among the English-speaking Caribbean to embrace other countries in the Greater Caribbean. Bringing together a range of international experts to explain the broad thrusts of CARICOM’s widening project and the opportunities and challenges it presents, the book pays particular attention to CARICOM’s relations with the French Caribbean territories. This book explains how leaders in the Caribbean and Pacific regions balance the autonomy-viability dilemma of postcolonial statehood - that political self-determination is a hollow achievement unless it is accompanied by economic development - by practising statehood à la carte. Previous research has focused on the pursuit of decolonial self-determination through and above the nation state, via regionalism and internationalism, or by creating non-sovereign alternatives to it. This book looks at how communities have sought the same goals below the state, including via secession and devolution. Downsizing is typically portrayed as the antithesis of progressive, cosmopolitan internationalism and employed as evidence for the claim that the age of anticolonial self-determination has ended. In this book, Jack Corbett shows how these movements are animated by similar ideas and motivations that are rendered viable by the simultaneous pursuit of regional integration and forms of non-sovereignty. He argues that the à la carte pursuit of political and economic independence through, above, and below the state, and via non-sovereign alternatives to it, is a pragmatic response to the contradictions inherent to coloniality.

This volume aims to illustrate the uniqueness of the economies of the countries and territories of the Caribbean as well as the similarities they share with other regions. While most countries in the region share many of the characteristics of middle-income countries, theirs is a matter of extremes. Their generally small size suggests a fragility not found elsewhere. While much of the world is beginning to feel some effects of climate change, the Caribbean is ground zero. These factors suggest a difficult road ahead, but the chapters presented in this volume aim to help to spur the search for creative solutions to the region’s problems. The chapters, written by expert contributors, examine the Caribbean economies from several perspectives. Many break new ground in questioning past policy mindsets, while developing new approaches to many of the traditional constraints limiting growth in the region. The volume is organized in four sections. Part I examines commonalities, including issues surrounding small economies, tourism, climate change and energy security. Part II looks at obstacles to sustained progress, for example debt, natural disasters and crime. This publication contains a number of papers on issues which are key to Caribbean survival and prosperity. They critically review the challenges facing Member States of CARICOM. Written by a number of outstanding authors of recognized academic pedigree, these analyses look at the Region across a spectrum of issues: political, economic, social and environmental, among others. Attention is focused on efforts at regional integration as well as on the options to be pursued be CARICOM if it is to survive in the new political, economic and social dispensation. The book is replete with insightful; presentations on the evolution of the Community at this point in its history.

During Phase I, results of the project were summarised in individual case studies. In Phase II, more structured exchanges produced collective writing efforts, which gave the study a stronger comparative and analytical orientation. In addition to chapters dealing with analytical and methodological issues in coastal management, the essence of the volume lies in five comparative and synthesised case studies that focus on particular management problems in diverse social contexts. Although this text is written primarily for a research audience, it should be of interest to coastal planners, decision makers, and funding agency representatives because this type of thinking needs to be shared far more widely among these groups in the Caribbean. For instance, we argue that particular attention should be given to reaching a better balance between natural and social sciences in the management of natural resources.

Critically examining narratives of participation in governance and development, this volume adds Caribbean voices and experiences to the global discourse on youth participation.
