This volume aims to illustrate the uniqueness of the economies of the countries and territories of the Caribbean as well as the similarities they share with other regions. While most countries in the region share many of the characteristics of middle-income countries, theirs is a matter of extremes. Their generally small size suggests a fragility not found elsewhere. While much of the world is beginning to feel some effects of climate change, the Caribbean is ground zero. These factors suggest a difficult road ahead, but the chapters presented in this volume aim to help to spur the search for creative solutions to the region’s problems. The chapters, written by expert contributors, examine the Caribbean economies from several perspectives. Many break new ground in questioning past policy mindsets, while developing new approaches to many of the traditional constraints limiting growth in the region. The volume is organized in four sections. Part I examines commonalities, including issues surrounding small economies, tourism, climate change and energy security. Part II looks at obstacles to sustained progress, for example debt, natural disasters and crime. In Part III chapters consider the specific role of external influences, including the USA and the European Union, the People's Republic of China, as well as regional co-operation. The volume concludes in Part IV with country case studies intended to provide a sense of the diversity that runs through the region.

Latin America has been central to the main debates on development economics, ranging from the relationships between income inequality and economic growth, and the importance of geography versus institutions in development, to debates on the effects of trade, trade openness and protection on growth and income distribution. Despite increasing interest in the region there are few English language books on Latin American economics. This Handbook, organized into five parts, aims to fill this significant gap. Part I looks at long-term issues, including the institutional roots of Latin America's underdevelopment, the political economy of policy making, the rise, decline and re-emergence of alternative paradigms, and the environmental sustainability of the development pattern. Part II considers macroeconomic topics, including the management of capital account booms and busts, the evolution and performance of exchange rate regimes, the advances and challenges of monetary policies and financial development, and the major fiscal policy issues confronting the region, including a comparison of Latin American fiscal accounts with those of the OECD. In this book, the Caribbean includes the Greater and Lesser Antilles. The Greater Antilles is made up of the five larger islands (and six countries) of the northern Caribbean, including the Cayman Islands, Cuba, Hispaniola (Haiti and the Dominican Republic), Puerto Rico, and Jamaica. The Lesser Antilles includes the Windward and Leeward Islands which are inclusive of Barbados, St. Vincent, Trinidad and Tobago along with several other islands. Each chapter provides a unique perspective on the various social and cultural issues that define Caribbean education and schooling. The Handbook on Caribbean Education fills a void in the literature and documents the important research being done throughout the Caribbean. Creating a space where Caribbean voices are a part of “international” discussions about 21st century global matters and concerns is an important contribution of this work.

Latin America's recent development performance calls for a multidisciplinary analytical tool kit. This handbook accordingly adopts a political-economy perspective to understand Latin American economies. This perspective is not new to the region; indeed, this volume consciously follows the approach pioneered by political economist Albert O. Hirschman a half century ago. But the nature of the political and economic processes at work in Latin America has changed dramatically since Hirschman's critical contribution. Military dictatorships have given way to an uneven democratic consolidation; agricultural or primary-product producers have transformed into middle-income, diversified economies, some of which are leading examples of emerging markets. So, too, the tools of political-economy have developed by leaps and bounds. It is therefore worthwhile to take stock of, and considerably extend, the explosion of recent scholarship on the two-way interaction between political processes and economic performance. A unique feature of the book is that it begins with a group of chapters written by high-level academic experts on Latin American economics and policies who also happen to be current or past economic policy makers in the region, including Fernando Henrique Cardoso (former president of Brazil), Andrés Velasco (former Chilean finance minister), Luis Carranza (former Peruvian finance minister), Martín Redrado (former governor of the Argentina central bank) and Luciano Coutinho (president of Brazil's national development bank). These contributors draw upon their academic expertise to understand their experience in the trenches of policy making.
