This paper investigates whether an increase in exogenous income through the Child Grants model of the Social Cash Transfer programme in Zambia fosters economic inclusion among rural women. We conceptualize economic inclusion as a transformative process comprised of four pillars: productive capacity, financial inclusion, social power, and psychological assets. Using experimental data, we find strong evidence of direct impacts of the Child Grant on the productive capacity, financial inclusion, and psychological assets of rural women. In addition to these direct impacts, we implement a mediation analysis to explore the potential mediating role of psychological assets in affecting the other pillars of economic inclusion. Through this approach, we find indicative evidence of indirect and mutually reinforcing relationships between changes in psychological assets brought about through the Child Grant and improvements in the productive capacity and financial inclusion of beneficiaries. Such results suggest that cash transfers might be effective in promoting women’s economic inclusion, both through the direct monetary effect and through the mediated effect of psychological assets.

The second in a three-volume series, this edited volume discusses post-independence economic inclusion in selected African countries. While human development indices rise and poverty rates fall across the African continent, facilitated by recent technological and innovation development which reaches previously inaccessible regions, indicators continue to lag in several crucial areas. Economic and social inclusion, therefore, remains at the forefront of development discussions across the continent. Using a variety of case studies underpinned by multidisciplinary research approaches, the chapters in this book explore a wide range of economic and financial inclusion issues from all aspects; from benefits and challenges to the steps that need to be taken to improve the level of economic inclusion on the continent. Governments, development agencies, non-governmental organizations with a bias toward development, students, and university lecturers will all find this book interesting.

Over the last five years, there has been increasing interest from global stakeholders in the relationship between cash transfers and gender-based violence, and in particular, intimate partner violence (IPV). Interest has grown both within the development and humanitarian spaces, although empirical research is mainly concentrated in the former. A mixed-method review paper published in 2018 found that, across 22 quantitative or qualitative studies in low- and middle-income countries (LMICs), the majority (73%) showed that cash decreased IPV; however, two studies showed mixed effects, and several others showed heterogenous impacts (Buller et al. 2018). A more recent meta-analysis of 14 experimental and quasiexperimental cash transfer studies found average decreases in physical/sexual IPV (4 percentage points (pp)), emotional IPV (2 pp) and controlling behaviors (4 pp) (Baranov et al. 2021). A feature of this literature is the high representation of evaluations from Latin America, primarily government conditional cash transfer programs. In addition, programming was generally focused on poverty-related objectives, and none of the programming was explicitly designed to affect IPV or violence outcomes more broadly.

The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world’s poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: • A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. • An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. • The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. • Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts. The status of women in agrifood systems report uses extensive new data and analyses to provide a comprehensive picture of women’s participation, benefits, and challenges they face working in agrifood systems globally. The report shows how increasing women’s empowerment and gender equality in agrifood systems enhances women’s well-being and the well-being of their households, creating opportunities for economic growth, greater incomes, productivity and resilience. The report comes more than a decade after the publication of the State of food and agriculture (SOFA) 2010–11: Women in agriculture – Closing the gender gap for development. SOFA 2010–11 documented the tremendous costs of gender inequality not only for women but also for agriculture and the broader economy and society, making the business case for closing existing gender gaps in accessing agricultural assets, inputs and services. Moving beyond agriculture, The status of women in agrifood systems reflects not only on how gender equality and women’s empowerment are central to the transition towards sustainable and resilient agrifood systems but also on how the transformation of agrifood systems can contribute to gender equality and women’s empowerment. It provides a comprehensive analysis of the available evidence on gender equality and women’s empowerment in agrifood systems that has been produced over the last decade. The report also provides policymakers and development actors with an extensive review of what has worked, highlighting the promise of moving from closing specific gender gaps towards the adoption of gender-transformative approaches that explicitly address the formal and informal structural constraints to equality. The near-ubiquitous spread of ICT offers unprecedented opportunities for social and economic agents, reshapes social and economic structures and drives the emergence of socioeconomic networks. Why it takes more than microloans to empower women and promote sustainable, inclusive economic growth. Nearly one billion women have been completely excluded from the formal financial system. Without even a bank account in their own names, they lack the basic services that most of us take for granted—secure ways to save money, pay bills, and get credit. Exclusion from the formal financial system means they are economic outsiders, unable to benefit from, or contribute to, economic growth. Microfinance has been hailed as an economic lifeline for women in developing countries—but, as Mary Ellen Iskenderian shows in this book, it takes more than microloans to empower women and promote sustainable, inclusive economic growth. Iskenderian, who leads a nonprofit that works to give women access to the financial system, argues that the banking industry should view these one billion “unbanked” women not as charity cases but as a business opportunity: a lucrative new market of small business owners, heads of households, and purchasers of financial products and services. Iskenderian shows how financial inclusion can be transformative for the lives of women in developing countries, describing, among other things, the informal moneylenders and savings clubs that women have relied on, the need for both financial and digital literacy (and access) as mobile phones become a means of banking, and the importance of women’s property rights. She goes on to make the business case for financial inclusion, exploring the ways that financial institutions are adapting to help women build wealth, access capital, and manage risks.
