All over the world, open innovation is emerging and requires much more interactions between different actors with different organizational cultures: large firms and SMEs (i.e. industry), universities and research institutions (i.e. academia), as well as national and regional authorities for building the legal or incentive framework of innovation (i.e government). Certainly, flows of knowledge between these three spheres, which are also known as the triple helix, have always existed; but what appears to be new in an open innovation environment is the overlapping of their missions. In many areas such multi-actor interactions with overlapping roles did not emerge spontaneously, as was the case with the United States. Based on robust cases studied by researchers and practical experiences of personnel involved in innovation at public or private institutions, this book successively discusses the policy framework in Europe and Japan, the new role for universities due to intellectual property reform or technology transfer promotion, the new challenges for firms in terms of licensing, patents, corporate venturing, including entrepreneurship, incubation, venture capital or cross-industry knowledge sharing. All issues addressed in this book are clearly those toward regional innovation policies and practices that are open in nature. It contains descriptions and analysis of the various approaches taken by industrial, governmental, and academic players in various regions of Japan (Tohoku, Tokyo) and Europe (France, Belgium). The mix of theoretical and empirical material collected in this book was first presented at an international symposium in Tokyo. The dynamics of regional innovation is an on-going issue, and we are still standing at the threshold of this field of research. It is exactly why such a book is needed now.

The Japanese economy has made a remarkable recovery from the so-called ‘Lost Decade’ of the 1990s. It brings together fresh perspectives on Japanese-style innovation, from insiders and from outsiders, from scholars and from practitioners, all of whose combined contributions to this book update our understanding of how patterns of innovation in Japan are evolving and thus provide inspiration and guidance for managers and innovators worldwide.

America's position as the source of much of the world's global innovation has been the foundation of its economic vitality and military power in the post-war. No longer is U.S. pre-eminence assured as a place to turn laboratory discoveries into new commercial products, companies, industries, and high-paying jobs. As the pillars of the U.S. innovation system erode through wavering financial and policy support, the rest of the world is racing to improve its capacity to generate new technologies and products, attract and grow existing industries, and build positions in the high technology industries of tomorrow. Rising to the Challenge: U.S. Innovation Policy for Global Economy emphasizes the importance of sustaining global leadership in the commercialization of innovation which is vital to America's security, its role as a world power, and the welfare of its people. The second decade of the 21st century is witnessing the rise of a global competition that is based on innovative advantage. To this end, both advanced as well as emerging nations are developing and pursuing policies and programs that are in many cases less constrained by ideological limitations on the role of government and the concept of free market economics. The rapid transformation of the global innovation landscape presents tremendous challenges as well as important opportunities for the United States. This report argues that far more vigorous attention be paid to capturing the outputs of innovation - the commercial products, the industries, and particularly high-quality jobs to restore full employment. America's economic and national security future depends on our succeeding in this endeavor.

This study examines and evaluates the recent progress made in seven Asian countries (China, India, Japan, Philippines, the Republic of Korea, Singapore and Thailand) towards more effective and mutually reinforcing relations between universities and industries in the field of scientific and technological research and proposes a checklist for action to make these relationships even more effective from the broad perspective of the national economy. In particular, it highlights the mechanisms adopted by these Asian countries for technology transfer and pays particular attention to the use of the intellectual property system as an instrument for technology transfer from university to industry. While economic and historical situations are different across Asian countries and no simple solution can be found that is universally applicable throughout the region, it is the hope of the participants in this project that this document will provide some useful lessons and insights, and will thus be helpful to policy-makers who are concerned with evaluating the effectiveness of university- industry relations in their respective countries and identifying ways to improve them.

The book includes thorough coverage of developments in Japan, which, as the country where significantly more new patents are registered each year than in any other country, is particularly important for this subject.

Innovation, "the process by which firms master and get into practice product designs and manufacturing processes that are new to them," is vital for companies wishing to remain competitive in today's rapidly changing high technology industries. American and Japanese firms are among the world's most technologically innovative and competitive. However, the changing dynamics of global competition are forcing them to rethink their technological innovation strategies. The choices they make will have great impact on their futures as companies as well as on the livelihoods of their employees and the communities in which they operate. In order to understand the ways in which Japanese and American companies are changing their technological innovation strategies and practices, the Committee on Japan of the National Research Council and the Committee on Advanced Technology and the International Environment (Committee 149) of the Japan Society for the Promotion of Science (JSPS) organized a bilateral task force composed of leading representatives from industry and academia to assess developments in corporate innovation strategies and report on their findings. Through a workshop discussion of the issues and subsequent interaction, the task force explored the institutional division of innovation in both countries: the structure and performance of technology-based industries, the role of the government in the support of science and technology, and the role of universities in the science and technology system. The task force was particularly interested in exploring the points on which the two systems are converging,-i.e., becoming more similar in strategy and practice-and where they continue to be distinct and different. Although a comprehensive study of these trends in U.S. and Japanese innovation was not easily feasible, the task force was able to develop several conclusions based on its workshop discussion and follow-up interactions that were substantial in time and content. This report identifies a set of issues whose further elucidation should be helpful in guiding public policy in both nations. These issues include the role of external sourcing of innovation, transnational activity and globalization, the organization and performance of R&D, and the role of consortia, joint ventures and other joint activities. A call for greater international efforts to collect and analyze data on these important trends is the central recommendation of the task force.

U.S.-Japan Technology Linkages in Biotechnology provides an assessment of the extent and nature of the rapidly expanding linkages between the United States and Japan in biotechnology. Through analysis of aggregate data and case studies, the book assesses the implications of these linkages for the competitiveness of the U.S. biotechnology industry and provides concrete suggestions on what can be done to ensure that the linkages bring benefits to the United States.

Universities and research institutes are increasingly expected to contribute to society by creating innovation from the returns of their research results and the establishment of new technologies. Toward that goal, Keio University in Japan held an international symposium titled “Fulfilling the Promise of Technology Transfer: Fostering Innovation for the Benefit of Society.” From that symposium the following contents are included in the present volume: 1) A showcase of ideas and case studies to promote future creation of innovation by universities and research institutes worldwide, including information on the R&D value chain, licensing, income generation, start-ups and mechanisms to encourage entrepreneurship, and the changing role of universities in fostering innovation. 2) Introduction of active research projects that aim to productize successful research results on an international level. For example, the book includes results of research on stem cell technologies and regenerative medicine as well as the realization and application of polymer photonics and the development of the core technology of polymer photonics. 3) Case studies from the U.K. in developing industry–academia collaboration with various business partners ranging from start-ups and spinout companies to large enterprises. 4) Reports of the achievements of the technological transfer activities at Keio University supported by the 5-year public fund, with suggestions for future prospects.
