The quantitative and qualitative approaches to poverty measurement and analysis have often been treated by practitioners as two distinct--even opposing--approaches. This paper highlights the key characteristics of the two approaches, examines the strengths and weaknesses of each, and analyzes the potential for combining the two approaches in analytical work on poverty. The main conclusion of this paper is that sole reliance on either the quantitative or the qualitative approach is often likely to be less desirable than combining the two.

World Bank Technical Paper No. 365.The World Bank has been supporting range livestock development since the 1960s, gaining experience that currently contributes to best practices in natural resource management (NRM) in pastoral areas. This report focuses on NRM in the arid rangelands used by pastoralists in Africa and the Middle East, offering guidelines for development. An introductory chapter on the nature of NRM is followed by advice on preparing for project intervention and by guidelines for specific project components. A concluding chapter considers the broader implications for international agencies, particularly the World Bank. Eight annexes provide additional background information and advice, as well as a user guide for practitioners.

This book is about how much people earn and why the distribution of earnings has been changing over time. The gap between the top and bottom in the United States has widened significantly since 1980. Why has this happened? Is it due to new technologies? What is the role of globalisation? Are there historical precedents? The book begins with the "race" between technology and education, and shows that continuing technical progress does not necessarily imply a continuing rise in dispersion. It then examines the experience of 20 OECD countries over the twentieth century, material presented in the form of 20 country case studies. The book breaks new ground in assembling data on the distribution of individual earnings covering much of the twentieth century and drawing on a variety of under-exploited sources. The findings overturn a number of widely-held beliefs. It is not the earnings of the low paid that have been most affected by the recent changes; widening is largely due to what is happening at the top. The recent rise in earnings dispersion is not unprecedented, but should be seen as part of a longer-run history of successive compression and expansion of earnings differences.

The goal of the Urban Air Quality Management Strategy is to assist in designing and implementing policies and monitoring and managing tools to improve air quality in the major Asian metropolitan areas. This report focuses on the development of an air quality management system for Greater Mumbai (Bombay), India. Measures to reduce air pollution in this area focus on a traffic and action plan for air pollution abatement that takes into account the economic costs and benefits of abatement measures.
