This book provides an account of the experience of a multifaceted system-change programme to strengthen the capacity of Ireland’s statutory child protection and welfare agency in the areas of prevention, early intervention and family support. Many jurisdictions globally are involved in system change processes focused on increasing investment in services that seek to prevent children’s entry into child protection and welfare systems, through early intervention, greater support to families, and an increased emphasis on rights and participation. Based on a four-year in-depth study by a team of University-based researchers, this text adds to the emerging knowledge-base on developing, implementing and evaluating system change in child protection and welfare. Study methodological approaches were wide ranging and involved a number of key stakeholders including children, parents, social workers and social care workers, service managers, agency leaders and policy makers. All countries confront the problem of providing for dependent, neglected, and 1 abused children. While the exact form of institutional response will differ in relation to a country's political and economic structure, its culture and its tradition, the same general kinds of child welfare services have been developed 2 everywhere. Literature from the United States, Canada, and several Western European countries reflects a shared concern about children who reside in unplanned, substitute care arrangements and a growing recognition of the importance of 3 making permanent plans for these children. The American response to this problem took shape in the early 1970s when government at the local, state, and 4 federal levels undertook to fund permanency planning projects. Permanency planning projects were charged with developing and testing procedures that would increase the likelihood that children would move out of substitute care arrangements into permanent family homes either through restoration to their biological families, termination of parental rights and subsequent adoption, court appointment of a legal guardian, or planned emancipation for older children. Long-term foster care, if it was a planned outcome supported by the use of written agreements between foster parents and child care agencies, was recognized as an appropriate option for some children. 2 DECISION MAKING IN CHILD WELFARE Permanency planning projects have had a direct effect on the substantive aspects of social work practice in child welfare.

Despite the persisting variety in social service models, three shared trends emerge: public sector disengagement, ‘vertical re-scaling’ of authority and ‘horizontal re-mix’ in the supply system. The consequences of such changes are evaluated from different perspectives – governance, social and territorial cohesion, labour market, gender – and are eventually deemed ‘disruptive’ in both economic and social terms. East Asia is at the heart of the global economic transformation, and the countries of the region are witnessing rapidly changing labour markets, alongside the pressure to cut production costs and lower taxes in order to become successful ‘competition states’. These changes have resulted in increased welfare demands which governments, organizations and agencies across the region have had to address. This book examines welfare regimes in the Greater China region, encompassing mainland China, Hong Kong, Macao and Taiwan.
