Muslim inhabitants of the town of Patane on the Malayan peninsula warily confront a Dutch landing party whose bearing suggests that it is engaged in yet another episode in the saga of European overseas exploration and discovery. The presence of the Muslims in Malaya reflects an earlier process of expansion that saw Islamic civilization spread from Spain and Morocco in the west to the Philippines in the east in the millennium between the 7th and 17th centuries. The Dutch came by sea to an area on the coastal and island fringes of Asia, the one zone where their warships gave them a decisive edge in this era. The citizens of Patane had good reason to distrust the European intruders, since the Portuguese who had preceded the Dutch had used force whenever possible to control the formerly peaceful trade in the region and often to persecute Muslim Peoples. This book provides a timely analysis of the politics, philosophy, and history of Chinese power, focusing on social, strategic, and diplomatic trends that have shaped China for over three thousand years. Chinese elites have used the past to inform the present, but have also mobilized new ideas to address the country’s rapid transition to global power. China’s intellectual world can draw on a surprisingly pluralist legacy. When Chinese thinkers assess “power,” they bring to bear their classical legacy, the military classics, Chinese socialism, and Western political thought. There are also a number of intriguing formulations that give shape to the exercise of Chinese power. Among these are comprehensive national strength, stability preservation, soft power, asymmetric conflict, and counter-intervention strategies. This book looks at key periods in Chinese history when attitudes to power evolved and at their current expressions. These include China’s expanded use of think tanks to chart the future, efforts at creating an eco-civilization to balance growth, and an extended set of security and information capabilities. From observing the centrality of power in today’s international affairs, the book moves to the foundational concepts of Chinese governance: its belief in a strategic configuration of power—as understood in military contexts—as well as its growing diplomatic and maritime engagement abroad. Questions about the likelihood of conflict between the United States and China have dominated international policy discussion for years. But the leading theory of power transitions between a declining hegemon and a rising rival is based exclusively on European examples, such as the Peloponnesian War, as chronicled by Thucydides, as well as the rise of Germany under Bismarck and the Anglo-German rivalry of the nineteenth and early twentieth centuries. What lessons does East Asian history offer, for both the power transitions debate and the future of U.S.-China relations? When claiming territories, States use all kinds of legal, geographical, and historical arguments, as well aseffectivités. In recent maritime cases, States have begun using underwater archaeology and submerged heritage as a basis for their claims. This book takes a critical look at that policy.

In contrast to most histories of the Silk Roads, the focus of this book clearly lies on the maritime Silk Road and on the period between Tang and high Qing, selecting aspects that have so far been neglected in research on the history of China’s relations with the outside world.
