The European Union (EU) has now become the largest trade partner of China. While Sino-US trade relations and particularly the high-profile trade disputes between the US and China get considerable academic attention for geopolitical reasons, less research has been done on the Sino-EU trade disputes that gradually loom large on the horizon. This book delves into the trade disputes between China and the EU and identifies the causes for trade disputes. This book provides a novel theoretical framework to understand EU-China diplomatic relations. The existing scholarly literature on EU-China relations is characterised by a dichotomous distinction between material and ideational factors and overemphasises the ‘interest versus value’ motif undergirding EU-China relations. The diplomacy and future direction of the relationship seem as opaque as their extent remains incalculably complex. This book takes us beyond binary motives by introducing a novel theoretical model of diplomatic relationship-building that brings to the fore the more nuanced and latent factors to make sense of EU-China diplomatic relationship-building; the new theory captures the ‘relational’ nature of diplomatic relationship-building by integrating the social layer of ‘intentions’ in understanding international diplomacy. This study further sheds light on the opportunities and challenges in enhancing EU-China relations, through a comparative in-depth investigation of the processes, practices and politics of EU-China climate change and agricultural-trade relations over the past two decades. The book draws on a rich collection of original data, encompassing over 100 interviews with stakeholders of EU-China relations conducted from 2015–2023; strengthened by participant observation at EU and Chinese institutional headquarters and in diplomatic fora that has taken place over the past ten years. Enriching these data are newly disclosed official minutes and documentation regarding EU-China negotiations and cooperation. This book explores the images and perceptions of the EU in the eyes of their Strategic Partners. Spanning four continents, these ten important global actors – the BRICS together with the USA, Canada, Japan, South Korea and Mexico – are of profound significance to the EU in economics, politics, security and global governance. In 2015, the volume’s editors and contributors were commissioned by the European External Action Service to research these countries’ perceptions towards the EU. The research highlights how in changing multilateral settings, images and perceptions significantly influence the behaviour and foreign policy choices of actors. The findings presented in this book helped to inform the content and focus of the 2016 EU Global Strategy, and will be of interest to scholars, students and practitioners of EU foreign policy, European integration and public diplomacy.

It is beyond dispute that both China and the European Union stand to gain from promoting low-carbon development through the dissemination of clean and renewable energy sources, as this inevitably leads to increased environmental protection. The depletion of fossil fuel resources and the accompanying changes in the global energy mix make Europe and China not only competitors in the global economic race, but also nolens volens partners. Their pragmatic partnership is characterized, on the one hand, by the need to take action to reduce the consumption of fossil fuels and, on the other, by the desire to minimize the negative environmental impact of their use. Hence, the existing and emerging cooperation between the two actors, while challenging for a number of reasons, is not only an attempt to set up channels to exchange vital information, but also an exercise in setting the standards under which further cooperation will be forged.

This book offers a selection of views from Chinese and European experts and scholars on the most pressing environmental challenges — air quality, global warming, climate change, energy security, urbanisation — faced by Europe and China in 2014. The contributors also discuss possibilities of technical cooperation between the two sides on remedies for the domestic scene as well as contributions to international negotiations. Growth is slow in the EU, but growth potentialities remain high, in spite of the exit of the UK and in spite of the COVID-19 pandemic, and we can observe a disparity between reality and potentialities. Does the persistent difference between expected and real benefits mean that the EU integration model is not working? No. It continues to be effective, because it is rule-based. However, these rules are not enough to grasp all the potentialities of integration. We need a better-integrated single European market and a more open trade policy, in the framework of health, security, safety, energy, environment and labour standards, establishing the rules of the competition, but leaving the economic agents free to act. The book explores Brexit, capital markets, energy, health and bilateral trade policies with the main European partners, in the light of their effects and contribution to European growth. It emerges that this huge trade block is vital but must find the political capacity to move towards a closer integration, to close the gap between reality and potentiality.
