This book scrutinizes the frequently ignored agency of Global South sub-national actors in their interactions with China, using a multidisciplinary approach and eleven case studies. Contributors examine China’s presence in the Global South on a country-by-country basis, analyzing how various non-state and sub-state actors are responding to the rise of China and whether they are attracted by the cooperation models that China proposes or deterred by its new assertiveness. Contributions cover diverse and heterogeneous geographies of the Global South, ranging from Papua-New Guinea to Argentina and from Madagascar to the Russian Far East. Examining such diverse cases, contributors focus on two interrelated questions: What is the actual economic, political, and social impact of China’s growing presence in the Global South? And, critically, how do the citizens of the Global South understand and interpret China’s rise? Taken together, the case studies develop a comprehensive picture of a complex and sometimes problematic process of China’s inclusion into the economic, social, and political realities of the Global South. This book identifies and fills the gaps in the existing literature on China’s rise by offering a nuanced perspective on China’s relations with the countries of the Global South that captures such variables as social context, intersubjective meanings, and identities. By focusing China’s relations with the Global South, it also provides an important addition to the literature on international politics of development and China’s role in the transformation of the South-South cooperation.

As China and the U.S. increasingly compete for power in key areas of U.S. influence, great power conflict looms. Yet few studies have looked to the Middle East and Africa, regions of major political, economic, and military importance for both China and the U.S., to theorize how China competes in a changing world system. China's Rise in the Global South examines China's behavior as a rising power in two key Global South regions, the Middle East and sub-Saharan Africa. Dawn C. This book unpacks the political economy of China’s COVID-19 vaccine supplies to the Global South. Examining the political and economic forces at play, the book demonstrates how China’s vaccine provisions have been determined by a complex set of commercial interests, domestic politics and geopolitical relationships. The book sheds light on how domestic interests shape China’s role in global governance and its international economic engagement. Its analysis contributes to broader academic debates on the politics and economics of crises, as well as offering new insights on how pre-existing political and market forces shape aid and trade in the context of crisis.

Since the 1980s there has been a steady shift from West to East in the international system, economically, politically and culturally. Emerging markets in Asia have moved up the value chain of industrial production processes, while the share of Western industrialized countries in global gross domestic product has declined. Countries such as China and India are asserting themselves in security matters and seeking new avenues for investment flows and development co-operation. China’s expected shift from export-led growth to domestic consumption might further change patterns of trade and capital flows, and it is an open debate whether the growth dynamics of India might outstrip those of China. While the rise of China and other Asian powers has been studied extensively, much less work has been done on how Africa and Latin America position themselves in this process. Cities are now home to 55% of the world’s population, and that number is rising. Urban populations across the world will continue to grow, including in megacities with populations over ten million. In 2016 there were 31 megacities globally, according to the United Nations’ World Cities Report, with 24 of those cities located in the Global South. That number is expected to rise to 41 by 2030, with all ten new megacities in the Global South where the processes of urbanization are intrinsically distinct from those in the Global North. China's growing economic involvement in Sub-Saharan Africa and Latin America has been a source of major controversy. The official Chinese position maintains that the growth of bilateral relations is of mutual benefit and provides a good example of South-South cooperation. Critics on the other hand see the economic relations between China and other developing countries as highly unequal with most of the benefits accruing to China and a few local elites. They also point to negative socio-economic, political, and environmental consequences. At a time of change in the international system, this book examines how non-traditional leading nations from the Global South have fared to date and what the chances are of their rise to continue. In the second decade of the twenty-first century, the enthusiasm of observers of the international scene about the “rise of the rest” is waning as many countries that were expected to lead the evolving multipolar order are experiencing economic contraction and governance problems. In order to predict further developments, the contributors to this volume focus on the types and sources of the diplomatic strategies that must be executed by rising states if they are to preserve domestic advances as well as gain influence regionally and internationally.
