This book examines how China’s international political communication of the Belt and Road Initiative comprises narratives about infrastructure and the Silk Road. By carefully selecting infrastructure modalities and Silk Road representations, it is argued that China’s aesthetic production of the Belt and Road Initiative advances China’s image as an infrastructure and standards-setting power, conjures up a historical continuation of friendly and cooperative relations, and forges China’s identity as good neighbor, good friend, and good partner. Using a multiple-case study approach, this book analyses China’s communication of the Second Belt and Road Forum, the Alternative North-South Road in Kyrgyzstan, the Standard Gauge Railway in Kenya, and the China-Maldives Friendship Bridge. Detailed literary analyses of the Travels of Marco Polo and the Travels of Ibn Battutah further elucidate China’s selective uses of history. Chapters highlight spatial, temporal, political, economic, technological, and perceptual modalities in infrastructure narratives, and reveal the composition of Silk Road narratives, contributing to key debates about Chinese discourse, media strategy and infrastructure communication. The IISS Strategic Dossier China’s Belt and Road Initiative provides a geopolitical and geo-economic assessment of President Xi Jinping’s flagship foreign-policy initiative. The dossier explores the Belt and Road Initiative’s role in China’s domestic industrial strategy and in the country’s growing influence around the world. Chinese Television and Soft Power Communication in Australia discusses China’s soft power communication approach and investigates information handling between China and its targeted audiences in the eyes of key influencers – intermediate elites (public diplomacy policy elites in particular) in China and Australia. It explores CGTN (with staff from several professional cultures) and conducts a systemic test of how successful/unsuccessful China’s soft power message projection is in terms of congruence between projected and received frames as a pivotal factor of its power status. The analysis is based on a case study of frames in the messaging on Chinese international TV about China’s Belt and Road Initiative and in the minds of Australian public diplomacy policy elites. The question raised is whether and how Australia is listening.
