China’s need for energy has become a driving factor in contemporary world politics and a precondition for sustaining China’s continuing high economic growth. Accordingly, Chinese energy policy has been a political and strategic rather than market-driven policy. This book focuses on the need of a stable and secure investment environment which is necessary for the energy provision of China from the Central Asian states. The author argues that the institutionalization of the Shanghai Cooperation Organization (S.C.O.), the Friendship and Cooperation Treaty between Russia and China and Chinese bilateral agreements with individual Central Asian states present an avenue and a framework of stability in which pipeline construction can commence. With the backing of the US in the aftermath of the September 11, 2001 terrorist attacks, Chinese involvement in the region has now been expanding. However, in order to stabilize the region for Chinese investment in energy resources, the author states that the US needs to be present in the region and that a strategic framework of cooperation between Russia, China and the US has to be developed. This book is the product of a joint research program between the Institute of West Asia & African Studies of the Chinese Academy of Social Sciences, Beijing and the Energy Program Asia of the International Institute for Asian Studies, Leiden University. China’s transition to an urban-industrial society relies on its abundant domestic coal supplies, and on an increase in oil and gas imports. However, authorities are confronted with trade-offs between investments in expanding supplies of fossils, environmental sustainability, energy efficiency and in clean energy. Resources spent on expanding imported energy have to weighted against clean energy investments and improving efficiency of the fossil-fuel sector. The same is no less true for the European Union and its member states. Import dependency on piped gas is again growing. Security of supply of natural gas depends on political cooperation with energy-rich countries. At the same the EU has to meet its clean energy commitments by compromises between member states and ‘Brussels’. Chinese National Oil Companies bridge the worlds of government in China and the extractive sector in hydrocarbon exporting-countries. At the global level, Chinese (Trans-)National Oil Companies maintain competitive and cooperative relations with privately owned International Oil companies. Russia's 2022 invasion of Ukraine administered an unprecedented shock to the European and global energy markets, triggering emergency interventions and market reforms to limit the impact of the crisis on energy prices and supply security. More fundamentally, the supply shock sparked a profound reappraisal of foreign supply and infrastructure dependencies (for example, on China), leading states to adopt new legal initiatives to strengthen the resilience of their clean energy supply chains. Energy geopolitics and supply security are now firmly back at the centre of global energy policy, and in this new geopolitical reality, we critically need to reassess the role of energy law in the creation - and avoidance - of dangerous energy dependencies. Using the 2022 energy crisis as core example, Energy Dependence and Supply Security offers a legal analysis of energy trade and investment as a tool of geopolitical power, an issue seldom considered outside of economic statecraft and energy geopolitics. Anatole Boute's timely analysis illustrates the paradox of energy law and security: legal instruments of energy security have helped create the supply and infrastructure dependencies that allowed for the weaponization of energy. The book examines the legal responses adopted by the European Union to the impact of the Russian energy shock, reflecting on strategies to avoid similar disruptions in the clean energy industry. This book provides a comprehensive analysis of the Chinese-Russian bilateral relationship, grounded in a historical perspective, and discusses the implications of the burgeoning 'strategic partnership' between these two major powers for world order and global geopolitics. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'.

Should Chinese energy investments be excluded from the liberal economic system based on geopolitical assessments only? This book explores the potential regulatory control by the Chinese government over foreign energy investments to achieve their perceived strategic objectives. Host states in which Chinese energy companies make investments have increasingly opposed Chinese energy investments in their national security reviews, based on concerns that these investments have strategic objectives. The book analyses China's investment-related law, regulations, and energy policies to examine how overseas energy investment-making is governed. China is the second-largest economy in the world yet it faces serious energy security challenges due to the country's reliance on coal, a fuel with multiple environmental and social problems. Moreover, since 2017 China has become the world's largest crude oil importer, greatly increasing its reliance on imported energy.The International Energy Agency has defined energy security as 'the uninterrupted availability of energy sources at an affordable price,' employing metrics in various dimensions such as availability, affordability, accessibility and acceptability to measure the energy security of different nations. Accordingly, the assessment, analysis and improvement of energy security is a complex problem. China's Energy Security aims to resolve this problem by answering three important questions:
