This book provides a systematic and comprehensive analysis and overview of China’s foreign policy since 1949. Since the mid-1990s, the Chinese authorities have gradually come to embrace multilateralism to realize their basic foreign policy objectives in maintaining a peaceful international environment and enhancing China's international status and influence. This embrace is largely based on pragmatic considerations. There is no denial, however, that elements of liberalism and constructivism gradually enter into the considerations of Chinese leaders. The book examines, linking two key variables – ‘political leadership’ and ‘foreign policy’ – the role of Deng Xiaoping in China’s foreign policy shift after Mao in politico-strategic and economic domains. The book finds out that guided by his own personality, worldview, experience, pragmatism, belief and style Deng attempted to resolve the long-standing domestic and foreign policy issues. Most importantly, Deng moved from the primacy of politics to economic modernisation which resulted in far-reaching changes in China’s external engagement. The Mekong River is a vital and valuable resource, with huge development potential for the six states through which it flows. Given the significant asymmetry of power between those states, however, there is a real risk that some might utilise it to the detriment of others. Without a sense of regional belonging, it is difficult to imagine that these states and their constituent communities will take regional imperatives to heart, participate in joint regulatory frameworks, or adopt behaviours for upstream-downstream and lateral cooperation over the appropriation and use of their shared resources.
