The contributions compiled in this issue engage in critical evaluation of China's "New Silk Road initiative" ("Belt and Road Initiative" [BRI]) by focusing on the potential long-term political and economic effects and implications for Sino-EUropean and Sino-African relations. The authors take the launching of the BRI (October 2013) as a starting point for a general, theory-guided qualitative re-evaluation of the basic patterns of Chinese foreign relations and global interactions under the fifth generation of Chinese political leaders. In 2013, the Chinese state president, Xi Jinping, framed BRI as a global connectivity network consisting of a multitude of overland passages and maritime transportation corridors. Xi Jinping's report to the 19th Party Congress (2017) set the BRI as an anchor concept of China's fine-tuned foreign strategy in the 21st century.

Much is being written about China’s new 'One Belt, One Road' initiative, but much of the writing focuses on China itself, on the destinations of the road – Europe and the Middle East – or on the countries through which the road passes, such as Central Asia. This book takes a different approach, assessing the views of East Asian and other countries on the Belt and Road Initiative, both from a transnational and multidisciplinary perspective. The book considers international visions and limitations of the New Silk Road as a new paradigm, explores economic and trade aspects, including infrastructure networks, financial mechanisms, and the likely impact for other countries and regions, and analyses the likely implications for regional and trans-regional cooperation and competition. Western and Asian regional perspectives on the New Silk Road, including from India, Pakistan, Southeast Asia and Japan are considered throughout the book.

China’s New Silk Road initiative constitutes one of the most ambitious projects in recent decades designed to change the pattern of the global economic division of labour as well as the geostrategic balance of power. It has the potential to create a new fabric of industrial value creation that links China and East Asia via Central and South Asia with Europe, and to forge new regional and multilateral institutions that complement or compete with existing regional and global governance systems. First proposed in 2013, the new initiative is only now starting to be rolled-out, with trade relations gradually intensifying, and the first investment projects and infrastructure clusters becoming manifest. However, the full impact of the evolving new regional value chains on global goods flows, investment activity, supra-national institution building, as well as their wider international implications, remains undetermined. This book focuses on the nature of ethno-national conflicts and impacts of ideological orientation of the Communist Party of China (CPC) towards the national question in the context of Han nationalism and political, economic and security policies towards Xinjiang. Violence in Xinjiang since the mid-1990s is projected as one of the major national security challenges for China, along with issues pertaining to Tibet and Taiwan. The author argues that the post-Mao reformist model may have been a beneficial economic and political innovation, but failed in dealing with regional conflicts and unrests arising out of the demands for independence, freedom, greater autonomy and assertion of democratic and civic rights. The book discusses Chinese nationalism and the construction of Uyghur national identity, consequences of economic modernisation in the region, ethnic conflicts and coercive measures, the security and social stability situation in Xinjiang, intensification of violence in Xinjiang under the new leadership, vision of the ‘Chinese dream’, key policies and programmes, post-riot fallouts and social contradictions manifest in discourses surrounding development, separatist violence, religious fundamentalism and international terrorism. Marking a constructivist turn in Africa-China scholarship, this book explores African constructions of China. Using Ghana and Kenya as case studies, the book outlines the role of diverse state and non-state actors in defining what China represents to the region, and how it compares to Western powers. Resisting Sino- and state-centric analysis of China-Africa relations, this book emphasises the importance of African agency in shaping the discourse. The book demonstrates that the identity construction of a foreign state such as China takes place both at the international level, and at a domestic, intrastate level. Domestic constructions of China in Ghana and Kenya reflect internal tensions about future directions for African political and socio-economic development, and these constructions in turn help to justify government policies towards China. The book concludes by questioning the idea of a straightforward win-win relationship, and suggests that exploitative, hierarchical relations conventionally associated with North-South interactions may continue in South-South relations. This book’s important analysis of the role of domestic non-state actors in shaping African policymaking extends much needed nuance to a sometimes polarised debate. It will be of interest to researchers across the fields of politics, international relations, global development, and African and Chinese Studies.

The Peoples Republic of China (PRC) diplomatic engagement with the Middle East spans multiple dimensions, including trade and investment, the energy sector, and military cooperation. Connecting China through the Suez Canal to the Mediterranean and Europe, the Middle East is a unique geostrategic location for Beijing, a critical source of energy resources, and an area of expanding economic ties. The Middle East geographical and political area is subject to different country inclusion interpretations that have changed over time and reflect complex and multifaceted circumstances involving conflict, religion, ethnicity, and language. China considers most Arab League member countries (as well as Israel, Turkey, and Iran) as representing the Middle East. The Ministry of Foreign Affairs and official Chinese publications refer to this region as Xiya beifei (West Asia and North Africa). China sees the Middle East as an intrinsic part of its Belt and Road Initiative (BRI), and has ramped up investment in the region accordingly, focusing on energy (including nuclear power), infrastructure construction, agriculture, and finance. This book uses the BRI as a framework for analyzing ChinaMiddle East relations, with special emphasis on the PRCs strategic partnerships via regional mutual interdependency in various sectors such as energy, infrastructure building, political ties, trade and investment, financial integration, people to people bonding, and defense. A stable Middle East region is vital for Chinas sustainable growth and continued prosperity. As the worlds largest oil consumer with an ambition to expand its economic and political influence, the Middle Easts geostrategic location and holder of most of the worlds known energy resources make it indispensable to the success of the Belt and Road Initiative.

This book provides deep insight into the emergent Chinese innovation economy, as we head towards the Fourth Industrial Revolution. It describes, discusses and analyzes the period from China’s opening up to foreign investment in the 1980s until the New Silk Road project, from 2013 onwards. The developments are assessed from a systemic thinking and evolutionary economic standpoint. The book presents the latest research findings on the direction and achievements of the Belt and Road Initiative, and the results both for China, the countries along the new Silk Road, as well as for Europe and the United States are brought to light.
