This book explores how far the concept of fragmented authoritarianism remains valid as the key concept for understanding how the Chinese political process works. It contrasts fragmented authoritarianism, which places bureaucratic bargaining at the centre of policy-making, arguing that the goals and interests of the implementing agencies have to be incorporated into a policy if implementation is to be secured, with other characterisations of China’s political process. Individual chapters consider fragmented authoritarianism at work in a range of key policy areas, including energy issues, climate change and environmental management, financial reform, and civil-military relations. The book also explores policy making at the national, provincial, city and local levels; debates how far the model of fragmented authoritarianism is valid in its current form or whether modifications are needed; and discusses whether the system of policy making and implementation is overcomplicated, unwieldy and ineffective or whether it is constructive in enabling widespread consultation and scope for imagination, flexibility and variation.

The past two decades have witnessed far-reaching socioeconomic and political changes in Asia, such as the growing intraregional flows of capital, goods, people, and knowledge, the rise of China as the world’s second largest economy, and its increasing influence in Southeast Asia, intensified US–China confrontations in the global arena, and the onslaught of the global Covid-19 pandemic. Chinese civil society groups have achieved iconic policy advocacy successes in the areas of environmental protection, women’s rights, poverty alleviation, and public health. This book examines why some groups are successful in policy advocacy within the authoritarian context, while others fail. A mechanism of cultural resonance is introduced as an innovative theoretical framework to systematically compare interactions between Chinese civil society and the government in different movements. It is argued that civil society advocacy results depend largely on whether advocators can achieve cultural resonance with policymakers and the mainstream public through their social performances. The effective performance is the one in which advocators employ symbols embraced by the audience (policymakers and the public) in their actions and framings. While many studies have tried to explain the phenomena of successful policy advocacy in China through institutional or organizational factors, this book not only contains extensive empirical data based on field research, but takes a cultural sociological turn to identify the meaning-making process behind advocacy actions. In 1917, the Beijing silk merchant Wei Enbo's vision of Jesus sparked a religious revival, characterized by healings, exorcisms, tongues-speaking, and, most provocatively, a call for a return to authentic Christianity that challenged the Western missionary establishment in China. This revival gave rise to the True Jesus Church, China's first major native denomination. The church was one of the earliest Chinese expressions of the twentieth century charismatic and Pentecostal tradition which is now the dominant mode of twenty-first century Chinese Christianity. To understand the faith of millions of Chinese Christians today, we must understand how this particular form of Chinese community took root and flourished even throughout the wrenching changes and dislocations of the past century. A monarch is usually born, a member of parliament or a president is usually elected, but a regional leader in China is usually orchestrated to replace his or her predecessor through an opaque process and for reasons not normally made public. The professional trajectories of Chinese regional leaders are mysterious in many ways. Their promotions and demotions can be "predictable" in terms of their age, gender, nationality, education, factions, and previous engagements in the political system. Yet, speaking of their capability, performance, opportunities and arrangements, their future can also be "unexpected". Such arrangements are always originated from the Organization (zuzhi) which represents the Chinese Communist Party. What are the factors the organization considers in order to make its final decisions on nominating and appointing a regional leader? Today’s regional leaders of China will very likely become the central leaders of China in the future.
