China Development Research Foundation is one of the leading economic and social think tanks in China, where many of the theoretical foundations and policy details of economic reform were formulated. This book is the second of a series which makes available to an English-speaking audience the work of the individual Chinese economists who were the architects of reform. Guo Shuqing has made major contributions to the thinking underlying China's economic reforms and to the practical implementation of several of those reforms.

Although Chinese economic growth continues strong, and although China coped very well with the recent global crisis, the Chinese economy faces many challenges, including how to sustain growth, how to rebalance the economy towards more domestic consumption, how to accommodate rising wages, growing social and regional inequality, and how to reform financial and monetary policies. This book examines the key challenges currently facing the Chinese economy. It considers Chinas’ increasing global impact, discusses the institutional drivers of China’s economic growth, assesses critically China’s need for structural reform, and explores issues related to sustainability and human rights.

The relationship between the United States and China will be of critical importance to the world throughout the twenty-first century. In the West China’s rise is often portrayed as a threat and China seen in negative terms. This book explores the dynamics of this crucial relationship. It looks in particular at what causes an international relationship to be perceived negatively, and considers what can be done to reverse this, arguing that trust is a key factor. It goes on to discuss US and Chinese rhetoric and behaviour in three key areas – climate change, finance, and international security. The book contends that, contrary to much US rhetoric, China’s actions in these areas is often much more flexible and accommodating than the US position, and that the Chinese are much more knowledgeable about, and understanding and appreciative of, the United States than vice versa.

This book assesses current developments in China’s demography, and discusses the changes which should be implemented to bring policy into line with the current demographic situation. It argues that population planning, which was introduced in the early years of the People’s Republic alongside economic planning, including "the one child policy", is no longer appropriate. It considers the results of the 2010 census, which showed the very significant shifts that are occurring , including a declining rate of population growth, ongoing growth of the number of people in "the floating population", an increasingly imbalanced sex ratio among newborn children, and ongoing ageing of the population. Besides discussing population planning policy, the book also examines how policies in the fields of education, health, gender relations, child development in rural areas, and polices for the elderly and families should be adjusted to accommodate demographic developments.

China has become deeply integrated into the world economy. Yet, gradual marketization has facilitated the country’s rise without leading to its wholesale assimilation to global neoliberalism. This book uncovers the fierce contest about economic reforms that shaped China’s path. In the first post-Mao decade, China’s reformers were sharply divided. They agreed that China had to reform its economic system and move toward more marketization—but struggled over how to go about it. Should China destroy the core of the socialist system through shock therapy, or should it use the institutions of the planned economy as market creators? With hindsight, the historical record proves the high stakes behind the question: China embarked on an economic expansion commonly described as unprecedented in scope and pace, whereas Russia’s economy collapsed under shock therapy. Based on extensive research, including interviews with key Chinese and international participants and World Bank officials as well as insights gleaned from unpublished documents, the book charts the debate that ultimately enabled China to follow a path to gradual reindustrialization. Beyond shedding light on the crossroads of the 1980s, it reveals the intellectual foundations of state-market relations in reform-era China through a longue durée lens. Overall, the book delivers an original perspective on China’s economic model and its continuing contestations from within and from without.

If the West wishes to understand China better, it needs to appreciate the depth of thought and range of debate that is taking place within the Chinese political system. China's accession to the World Trade Organisation in 2001 was a highly significant event both for China and for the wider world. This book argues that, although at the time some people doubted the likely benefits, China's WTO accession has been highly successful. The semiconductor industry is a vital industry for military establishments worldwide, and the control of, or loss of control of, this key industry has enormous strategic implications. This book, based on extensive original research, examines the factors which lead to successful innovation in Chinese industry. Considering the large and important Chinese mining industry in detail, it argues that innovation is key for success in all industries, not just new "tech" industries. It reveals how the interaction of universities, governments and industries is highly significant, considers how some parts of the industry, such as the mining and mineral processing stages, are more innovative than other stages, such as prospecting and mining equipment manufacturing, and suggests that this is explained both by the distance between final products and the market and commercialisation, and by the intensity of the interaction between the industrial company and the university or research institute. Throughout, the book includes examples and case studies to highlight the points made.

The need for China to find a new, environmentally sustainable development path is accepted widely among Chinese scholars and policy makers. This book makes available for the first time to an English–speaking audience Deng Yingtao's ground-breaking book New Development Model and China’s Future. Published in 1991, the book was far ahead of its time. Deng subjects the development model of the high income countries to rigorous analysis and explores the environmental implications of China following this model. His clear conclusion is that the carrying capacity of the physical environment and nature is limited, that economic and social development should not exceed the carrying capacity of resources, and that China should not adopt the western development path. Based on insights from economics, engineering and human psychology, the book analyses the environmental impact of the current western development model, demonstrates the catastrophic impact this would have in terms of China's own development and in terms of China's relationship with the world, and argues that China's rich intellectual and scientific tradition will allow Chinese people to play a central role in finding the solution to the profound environmental and development challenges the world currently faces.
