This book provides a comparative perspective on housing and planning policies affecting the future of cities, focusing on people- and place-based outcomes using the nexus of planning, design and policy. Given the rapid urbanisation of the world’s population, the converse phenomenon of shrinking cities is often overlooked and little understood. Yet with almost one in ten post-industrial US cities shrinking in recent years, efforts by government and anchor institutions to regenerate these cities is gaining policy urgency, with the availability and siting of affordable housing being a key concern. This is the first book to look at the reasons for the failure (and success) of affordable housing experiences in the fastest shrinking cities in the US. Applying quantitative and GIS analysis using data from the US Department of Housing and Urban Development, the authors make recommendations for future place-based siting practices, stressing its importance for ensuring more equitable urban revitalisation. Illustrated by a range of case studies of affordable housing options in Canada, this book examines the liveability and affordability of twenty-first-century residential architecture. Focussing on the architects’ and communities’ commitment to these housing programmes, as well as that of the private building sector, it stresses the importance of the context of the neighbourhoods in which they are placed, which are either in the process of urban transition or already gentrified. This book shows that there are significant architectural projects that help to meet the needs and desires of low- to middle-income households as well as homeowners, and that gentrification does not necessarily lead to the displacement of low-income families and singles if housing policies such as those highlighted in this book are put into place. Moreover, the migration of the middle class can result in a healthy mix of classes out of which everyone can enjoy a peaceful and habitable coexistence.

This book is the second in a series covering best practices in community quality-of-life (QOL) indicators. The first volume is a compilation of cases of best work in community indicators research. This volume builds on the goal of the series and includes eleven cases describing communities that have launched their own community indicators programs. Elements included are the history of the community indicators work within the target region, and the planning of community indicators.

Advocates of growth management and smart growth often propose policies that raise housing prices, thereby making housing less affordable to many households trying to buy or rent homes. Such policies include urban growth boundaries, zoning restrictions on multi-family housing, utility district lines, building permit caps, and even construction moratoria. Does this mean there is an inherent conflict between growth management and smart growth on the one hand, and creating more affordable housing on the other? Or can growth management and smart growth promote policies that help increase the supply of affordable housing? These issues are critical to the future of affordable housing because so many local communities are adopting various forms of growth management or smart growth in response to growth-related problems. Those problems include rising traffic congestion, the absorption of open space by new subdivisions, and higher taxes to pay for new infrastructures.
