This volume examines how cities, migration, and urban governance are intertwined. Questioning and re-working the conceptual reliance on “scales” and “levels”, it draws on examples from both Europe and North America to conceptualize the variety of cities as re-active and pro-active within “glocal” and “socio-territorial dynamics”. The book covers the governance of the myriad dimensions of urban life, such as work, housing, racism, Islamophobia, xenophobia, the arts, leisure, and other cultural practices, political participation, social movements, and “contentious politics” in North American and European cities. While cities might implement “integration policies,” the chapters do not necessarily assume that migrants live with the telos of “integration”, but rather conduct their lives as anyone else would, making meaning and voicing concerns under often difficult material conditions, strewn with the markers of race, religion, gender, sexuality, age, and often illegality. The volume highlights four arguments, themes, or contributions addressed by one or more of the chapters: how demographic change is prompting more pro-active urban governance responses in many cities in the 21st century; how the sheer complexity of migration in the 21st century is shaping the participation of citizen civil society actors, the growing role of new private actors in the realm of urban governance, and the participation of migrants themselves in this governance. The book reminds us that we are confronted with a spectrum of urban governance strategies, ranging from re-active cities to pro-active and welcoming cities. Both timely and relevant, this book collects the work of well-known scholars in the field of migration and urban studies. China’s unprecedented urbanization is underpinned by not only massive rural-urban migration but also a household registration system embedded in a territorial hierarchy that produces lingering urban-rural duality. The mid-1990s onwards witnessed increasing reliance on land revenues by municipal governments, causing repeated redrawing of city boundaries to incorporate surrounding countryside. The identification of real estate as a growth anchor further fueled urban expansion. Sprawling commodity housing estates proliferate on urban-rural fringes, juxtaposed with historical villages undergoing intense densification. The traditional urban core and work-unit compounds also undergo wholesale redevelopment. Alongside large influx of migrants, major reshuffling of population has taken place inside metropolitan areas. Chinese cities today are more differentiated than ever, with new communities superimposing and superseding older ones. The rise of the urban middle class, in particular, has facilitated the formation of homeowners’ associations, and poses major challenges to hitherto state dominated local governance. The present volume tries to more deeply unravel and delineate the intertwining forms and processes outlined above from a variety of angles: circulatory, mobility and precariousness; urbanization, diversity and segregation; and community and local governance. Contributors include scholars of Chinese cities from mainland China, Hong Kong, Canada, Australia and the United States. This book examines critically how the Chinese government has proactively engaged the nine cities and two special administrative regions in the Greater Bay Area (GBA) in Southern China for deeper collaborations in order to transform the country from the “World Factory” to become a leading world economy in innovation and entrepreneurialism. While most of the existing research related to China’s GBA development offers the economic and technological advancement perspectives, this book focuses on critical reflections upon how the call for megacity development and deeper regional collaborations in the Bay Area will affect people’s livelihoods, social integration and urban governance. The central theme of this book builds around “Cities, Social Cohesion and Governance.” Based upon policy and document analysis, first-hand fieldwork and surveys, and intensive interviews with major stakeholders responsible for pushing the Greater Bay Area development, this book offers not only regional perspectives in analyzing the Greater Bay Area development through comparing and contrasting development experiences within the country’s different bay economies like the Shanghai and Zhejiang Bay Area and Beijing and Bohai Bay Area. The present book also draws comparative and international insights from other well- established bay economies like Tokyo Bay, Florida Bay and New York Bay Areas when analyzing the development in the GBA in China.

If well managed, migration generates benefits for migrants, their countries of origin and the countries they settle in. For migrants, it can help them expand their skill sets and improve their standard of living. For destination countries, it can alleviate demographic pressures and foster cultural diversity. For origin countries, it can bring benefits associated with remittances and knowledge transfers. However, in reality, these benefits are rarely achieved, as migration policy failures frequently lead to suboptimal or even negative outcomes. Realizing the full potential of migration therefore demands we foster a paradigm shift toward the fair management of migration. Fair migration is driven by the desire to achieve a triple-win for migrants, destination countries and origin countries. In addition to outlining the key challenges and opportunities associated with fair migration, this volume examines the good practices of a variety of countries and institutions which highlight aspects of fair migration. The volume concludes with policy recommendations for effective and fair migration policymaking at the national and international levels. As a conceptual and empirical contribution to both national and international debates on managing migration, this volume aims to enrich discussions among policymakers, business leaders, civil society actors and scholars alike.

In this book, a team of international contributors examine the often-overlooked complex governance of this migration corridor.
