Social protection systems in Latin America developed in a fragmented manner, offering varying access to benefits and benefit levels to population groups. In the context of widespread informal and precarious work, social insurance institutions could only provide limited coverage. In this context, progress toward a Citizen's Income policy in Latin America depends on the possibility of reappraising its importance for an integrated institutional system which promotes the empowerment and economic independence of people. A Citizen's Income policy is not only a cash transfer to alleviate poverty or a basic income for food. It is a basic right to improve democracy and encourage a more autonomous development of people living in profoundly unequal societies.

Unlike other regions around the world, several Latin American countries have managed to reduce income inequality over the last decade. Higher growth rates and growing employment, but also innovative wage policies and social programs, have contributed to reducing poverty and narrow income disparities. Yet, despite this progress, nation-states in the region demonstrate little capacity to substantially change their patterns of deeply rooted inequalities. Focusing on the limits and challenges of redistributive policies in Latin America, this volume synthesizes and updates the discussion of inequality in the region, introducing the perspective of global and transnational interdependencies. The book explores the extent to which redistributive policies have been interlinked with the provision and quality of public goods as well as with structural changes of the productive sector. Inspired by structuralist and neostructuralist thinking of Latin American economists, such as Raúl Prebisch and Celso Furtado, authors question the redistributive impact of the interplay of recent macroeconomic, fiscal and social policies, particularly under left and center-left administrations committed to greater equality. Welfare states around the globe are changing, challenged by the development of knowledge economies. In many countries, policy-makers' main response has been to modernize welfare states by focusing on future-oriented social investment policies that focus on creating, mobilizing, and preserving human skills and capabilities. Yet, there is massive variance in the development of social investment strategies. The World Politics of Social Investment: Political Dynamics of Reform is the second of two volumes of the World Politics of Social Investment (WOPSI) project, which systematically maps and explains different welfare reform strategies in democratic countries around the world. This volume traces the development of social investment reforms across the regions of Nordic, Continental, and Southern Europe, as well as Central and Eastern Europe, North and Latin America, and North East Asia. The chapters in this volume study the impact of different structural drivers for social investment (e.g., demographic, poverty, demand for skill, or lack of an available workforce), the salience of social investment in the public debates, and the different political coalitions that led to or prevented the adoption of social investment strategies. The chapters are written by leading social policy scholars from different world regions. They all apply a joint theoretical framework (developed in the first of the two volumes) to explain the politics of social investment in a range of contexts and policy fields. Jointly with the first volume, the WOPSI project offers the first worldwide analysis of social investment reforms around the globe.

Universal basic income (UBI) is emerging as one of the most hotly debated issues in development and social protection policy. But what are the features of UBI? What is it meant to achieve? How do we know, and what don’t we know, about its performance? What does it take to implement it in practice? Systems of social protection can provide crucial assistance to the poorest and most vulnerable groups in society, but not all systems are created equally. In Latin America, social policies have historically exhibited large gaps in coverage and high levels of inequality in benefit size. Since the late 1990s, countries in this region have begun to grapple with these challenges, enacting a series of reforms to healthcare, social assistance and education policy. While some of these initiatives have moved in a universal direction, others have maintained existing segmentation or moved in a regressive direction. It has been almost two decades since conditional cash transfer programs first appeared on the agendas of multilateral agencies and politicians. Latin America has often been used as a testing ground for these programs, which consist of transfers of money to subsections of the population upon meeting certain conditions, such as sending their children to school or having them vaccinated. Money from the Government in Latin America takes a comparative view of the effects of this regular transfer of money, which comes with obligations, on rural communities.
