This volume is based on papers from the second in a series of three conferences that deal with the multi-scalar processes of heritage-making, ranging from the local to the national and international levels, involving different players with different degrees of agency and interests. These players include citizens and civil society, the state, and international organizations and actors. The current volume focuses on the role of citizens and civil society in the politics of heritage-making, looking at how these players at the grass-roots level make sense of the past in the present. Who are these local players that seek to define the meaning of heritage in their everyday lives? How do they negotiate with the state, or contest the influence of the state, in determining what their heritage is? These and other questions will be taken up in various Asian contexts in this volume to foreground the local dynamics of heritage politics.

Bringing together an interdisciplinary group of scholars, Post-Politics and Civil Society in Asian Cities examines how the concept of ‘post-politics’ has manifested across a range of Asian cities, and the impact this has had on state-society relationships in processes of urban governance. This volume examines how the post-political framework—derived from the study of Western liberal democracies—applies to Asian cities. Appreciating that the region has undergone a distinctive trajectory of political development, and is currently governed under democratic or authoritarian regimes, the book articulates how post-political conditions have created obstacles or opportunities for civil society to assert its voice in urban governance. Chapters address the different ways in which Asian civil society groups strive to gain a stake in the development and management of cities, specifically by looking at their involvement in heritage and environmental governance, two inter-related components in discourses about establishing liveable cities for the future. This book offers a timely analysis of the tripartite links between the middle class, civil society and democratic experiences in Northeast and Southeast Asia. It aims to go beyond the two popular theoretical propositions in current democratic theory, which emphasise the bilateral connections between the middle class and democracy on one hand and civil society and democracy on the other. Instead, using national case studies, this volume attempts to provide a new comparative typological interpretation of the triple relationship in Taiwan, South Korea, the Philippines, Indonesia and Thailand. Presenting a careful analysis and delineation of historical democratic transformation over the past thirty years, three discernible typologies emerge. Namely, there are positive links in Taiwan and South Korea, dubious links in the Philippines and Indonesia, and negative links in Thailand. Drawing from eleven rich case studies in Asia, this book is the first to explore how heritage is used as aid and diplomacy by various agencies to produce knowledge, power, values and geopolitics in the global heritage regime. It represents an interdisciplinary endeavour to feature a diversity of situations where cultural heritage is invoked or promoted to serve interests or visions that supposedly transcend local or national paradigms. This collection of articles thus not only considers processes of “UNESCO-ization” of heritage (or their equivalents when conducted by other international or national actors) by exploring the diplomatic and developmentalist politics of heritage-making at play and its transformational impact on societies. It also describes how local and outside states often collude with international mechanisms to further their interests at the expense of local communities and of citizens’ rights. Heritage as Aid and Diplomacy in Asia explores the following questions: Under the current international heritage regime, what are the mechanisms of—and the manipulations that take place within—ideological, political and cultural transmissions? What is heritage diplomacy and how can we conceptualize it? How do the complicated history and colonial past of Asia constitute the current practices of heritage diplomacy and shape heritage discourse in Asia? How do international organizations, nation-states, NGOs, heritage brokers and experts contribute to the history of the global heritage discourse? How has the flow of global knowledge been transferred and transformed? And how does the global hierarchy of cultural values function?

This book offers a scholarly perspective on heritage as a discourse, concept and lived experience in Malaysia. It argues that heritage is not a received narrative but a construct in the making. Starting with alternative ways of “museumising” heritage, the book then addresses a broad range of issues involving multicultural and folklore heritage, the small town, nostalgia and the environment, and transnationalism and cosmopolitanism. In so doing it delivers an intervention in received ways of talking about and “doing” heritage in academic as well as state and public discourse in Malaysia, which are largely dominated by perspectives that do not sufficiently engage with the cultural complexities and sociopolitical implications of heritage. This book explores how China’s Belt and Road Initiative through promoting a non-Western-centred geopolitical narrative is affecting the conservation and management of Belt and Road heritage sites. Considering the dynamics between academics, heritage professionals, and government officials, the inscription process and management of Silk Roads heritage sites, and the practice of China’s Belt and Road heritage diplomacy, the book examines how changing heritage conservation practices are influenced by politics and professionalism and negotiated in different ways across different nation states in the Belt and Road zones. Highlighting the different aims and outlooks of Chinese diplomacy, UNESCO and other international heritage conservation organisations, nation states as guardians of national interests, and local communities as custodians of everyday lived heritage, it shows how the Belt and Road Initiative has energised multilateral efforts in heritage diplomacy and management. It also discusses how the ‘professional’ status of heritage professionals, including practitioners engaged by governments and international organisations and also scholars and researchers who provide consultancy advice, is often not politics-free, with heritage professionals often co-opted into speaking for stakeholders, especially national governments.

In City of Screens Jasmine Nadua Trice examines the politics of cinema circulation in early-2000s Manila. She traces Manila's cinema landscape by focusing on the primary locations of film exhibition and distribution: the pirated DVD district, mall multiplexes, art-house cinemas, the university film institute, and state-sponsored cinematheques. In the wake of digital media piracy and the decline of the local commercial film industry, the rising independent cinema movement has been a site of contestation between filmmakers and the state, each constructing different notions of a prospective, national public film audience. Discourses around audiences become more salient given that films by independent Philippine filmmakers are seldom screened to domestic audiences, despite their international success. City of Screens provides a deeper understanding of the debates about the competing roles of the film industry, the public, and the state in national culture in the Philippines and beyond.
