This volume examines the discursive relations between indigenous, colonial and post-colonial legacies of place-naming in Africa in terms of the production of urban space and place. It is conducted by tracing and analysing place-naming processes, particularly in sub-Saharan Africa during colonial times (British, French, Belgian, Portuguese), with a considerable attention to both the pre-colonial and post-colonial situations. By combining in-depth area studies research – some of the contributions are of ethnographic quality – with colonial history, planning history and geography, the authors intend to show that culture matters in research on place names. This volume goes beyond the recent understanding obtained in critical studies of nomenclature, normally based on lists of official names, that place naming reflects the power of political regimes, nationalism, and ideology.

The present book highlights studies that show how smart cities promote urban economic development. The book surveys the state of the art of Smart City Economic Development through a literature survey. The book uses 13 in depth city research case studies in 10 countries such as the North America, Europe, Africa and Asia to explain how a smart economy changes the urban spatial system and vice versa. This book focuses on exploratory city studies in different countries, which investigate how urban spatial systems adapt to the specific needs of smart urban economy. The theory of smart city economic development is not yet entirely understood and applied in metropolitan regional plans. Smart urban economies are largely the result of the influence of ICT applications on all aspects of urban economy, which in turn changes the land-use system. It points out that the dynamics of smart city GDP creation takes ‘different paths,’ which need further empirical study, hypothesis testing and mathematical modelling. Although there are hypotheses on how smart cities generate wealth and social benefits for nations, there are no significant empirical studies available on how they generate urban economic development through urban spatial adaptation. This book with 13 cities research studies is one attempt to fill in the gap in knowledge base.

In 1975, the Nigerian authorities decided to construct a new postcolonial capital called Abuja, and together with several internationally renowned architects these military leaders collaborated to build a city for three million inhabitants. Founded five years after the Civil War with Biafra, which caused around 1.7 million deaths, the city was envisaged as a place where justice would reign and where people from different social, religious, ethnic, and political backgrounds would come together in a peaceful manner and work together to develop their country and its economy. These were all laudable goals, but they ironically mobilized certain forces from around the country in opposition against the Federal Government of Nigeria. The international and modernist style architecture and the fact that the government spent tens of billions of dollars constructing this idealized capital ended up causing more strife and conflict. For groups like Boko Haram, a Nigerian Al-Qaida affiliate organization, and other smaller ethnic groups seeking to have a say in how the country’s oil wealth is spent, Abuja symbolized everything in Nigeria they sought to change. By examining the creation of the modernist national public spaces of Abuja within a broader historical and global context, this book looks at how the successes and the failures of these spaces have affected the citizens of the country and have, in fact, radicalized individuals with these spaces being scene of some of the most important political events and terrorist targets, including bombings and protest rallies. Although focusing on Nigeria’s capital, the study has a wider global implication in that it draws attention to how postcolonial countries that were formed at the turn of the twentieth century are continuously fragmenting and remade by the emergence of new nation states like South Sudan.

All African countries need better and more jobs for their growing populations. Digital Africa: Technological Transformation for Jobs shows that broader use of productivity-enhancing digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, broader use can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of country populations averaged across Sub-Saharan Africa, but only 22 percent use such services. The average African business lags in the use of smartphones and computers, as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: the affordability of these new technologies and the willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small and medium businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skill-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty across Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
