One of the signal events in global politics in the last decade has been the transformation of political and civic activism. Not only is the new activism qualitatively different in character from what it was in 2000; its intensity and frequency have dramatically increased. Activists are developing a new type of civic movement, applying innovative forms of direct action against governments and often operating without leaders or even any well-defined set of aims. In Civic Activism Unleashed, Carnegie scholar Richard Youngs examines the changing shape of contemporary civic activism. He shows how the emerging civic activism has important implications for the whole concept of civil society-and for the relationship between citizens, political institutions, and states. Youngs contends that the rise and spread of these new forms of direct-action civic activism, and the way the trend has driven the dramatic events in global politics in recent years, requires us to update our understanding of what civil society actually is and which types of organizations are in its vanguard. In recent decades, neoliberalism has transformed South Korean society, going far beyond simply restructuring the economy. In response, a number of civic organizations that emerged from the democratization movement with a conscious emphasis on social change have sought to address socioeconomic and political problems caused or aggravated by the neoliberal transformation. Examining how “citizens’ organizations” in South Korea negotiate with the market and neoliberal governance, Seungsook Moon offers new ways to understand the intricate relationship between democracy and neoliberalism as modes of ruling. She provides in-depth qualitative studies of three different types of organizations: a large national advocacy organization run by professional staff activists, two medium-size local branches of a national feminist organization run by mostly volunteer activists, and a small local organization run by volunteer activists with a focus on foreign migrants. Bringing together these rich empirical cases with deft theoretical analysis, Moon argues that neoliberalism and democracy are entwined in complex ways. Although neoliberalism undermines democratic practices of social equality by shrinking or destroying public resources, institutions, and space, it also can facilitate participatory practices that arise to fill needs left by privatization and deregulation as long as those practices do not seriously challenge the workings of capitalism. Showing how neoliberalism simultaneously enables and constrains civic activism, this book illuminates the contradictions of social engagement today, with global implications.

In recent years serious concerns emerged over the state of European democracy. Many democracy indices are reporting a year-on-year drift towards less liberal politics in the countries of the European Union. Polls regularly suggest that the voters are coming to question democratic norms more seriously than for many decades. Here, Richard Youngs assesses these risks as many analysts, journalists and politicians stressed the danger of Europe descending into an era of conflict, driven by xenophobic nationalism and nativist authoritarians slowly dismantling liberal democratic rights. In 2020, the Covid-19 pandemic has intensified these fears. There is another side of the democratic equation, however. Youngs argues that governments, EU institutions, political parties, citizens and civil society organisations have gradually begun to push back in defence of democracy. With each chapter, Youngs shows how many governmental, political and social actors have developed responses to Europe's democratic malaise at multiple levels. This book looks at a series of citizen-led campaigns to provide information about and energise the institutions of local self-governance in India following the 73rd and 74th Amendment Acts. Staggering in their outreach and magnitude, the campaigns, popularly known as PEVACs (Pre-election Voters’ Awareness Campaigns), reached out to huge swathes of the population, particularly in rural India, through a unique network that incorporated civil-society organisations across the country, the media and the State Election Commission itself. The book journeys through the heat and dust of these extraordinary campaigns, drawing from a repertoire of field reports and interviews to reflect on the significance of this ‘experiment’ on deepening democracy in India. In particular, it analyses the methodology of the campaigns and posits that this itself became an extraordinary exercise in democratic practice, indicating the shape that deliberation and dialogic practices could actually take on the field. As the campaigns moved from district to district, through their street plays, posters, pamphlets, jagrut yatras, candidate–voter dialogues, rehearsals of voting procedures, setting up of information booths, and participatory workshops for newly elected representatives, a new dialogical experiment was born and shaped. By examining these campaigns, this book emphasises the idea that governance is not just the business of central (federal) governments but also of citizens outside the formal institutions of governance, without whose active participation democracy cannot be deepened.

Political parties have traditionally aimed to create large memberships to sustain and advance the objectives of their political platforms.
