This book investigates the challenges related to civil-military cooperation (CIMIC) and offers a new perspective by examining the social role of NATO CIMIC soldiers. The intertwining of the civilian and military spheres has become a significant part of the contemporary security environment. However, the relationship between the military and civilian actors is often troubled, filled with misunderstandings and rivalry. In their duty to provide a link between the military and diverse civilian environment, soldiers involved in CIMIC are exposed to varied, often-conflicted expectations that make up their social role and put stress on their performance and the effectiveness of CIMIC. By drawing on analysis of NATO CIMIC documents and a series of interviews with CIMIC soldiers, the author is able to, first, identify the elements of the CIMIC role and, second, diagnose the inherent role conflict and describe methods of dealing with it. Looking at civil-military cooperation through this lens reveals new layers of challenges that impact its effectiveness and a better way to understand the complexity of civil-military interaction. This book examines why this is the case, by analysing various approaches employed by military and civilian actors and discussing the different relationships between the intervening actors and those upon whom they have intervened. Denationalisation of Defence consists of two major parts: first, a generic and analytical section which presents the developmental trends in privatization and internationalization of armed force, and second, an empirical section analyzing the impact of these trends on the Nordic countries' defence and security sectors. Focusing on East Asia, this collection explores the paradox of functional regional cooperation in the areas of humanitarian assistance, disaster relief, and UN Peacekeeping operations, in a context of increasing regional tensions and threats. East Asia – comprising the states of the Association of Southeast Asian Nations and China, Japan, the Republic of Korea and the Democratic People’s Republic of Korea – is facing a range of human, traditional, climate and ideational threats. In addressing some of these threats particularly those arising from climate induced disasters this region has been able to develop some ad-hoc cooperative practices that, according to functional logics of regional integration, could lead to longer term sustained coordinated responses and even regional partnerships. Similarly, the region is increasingly contributing to UN peacekeeping operations where these states also cooperate in the context of an UN-led mission. Yet, despite the potential for these interactions to lead to greater regional integration and coordinated action in responding to a range of security threats, these interactions are increasingly taking place in a context of animosity both between regional powers and with extra-regional powers. This edited collection explores these functional interactions and posits conclusions about the potential for longer term sustained coordinated action. These papers engage with a range of theoretical approaches in explaining the patterns of relations that are present in the region in relation to humanitarian assistance, disaster relief, and UN peacekeeping operations. The chapters in this book were originally published as a special issue of the Australian Journal of International Affairs.

Modern peace support operations are challenged by an array of issues that are not at all 'military' in nature. Increasingly, military and civilian actors like non-governmental organisations, ministries and contractors have to learn how to work together. This book analyses civil-military cooperation processes in disciplines such as logistics, construction and security. The analysis is based on multiple holistic case studies in Kosovo (1999/2000), Kabul (2003/2004) and the Afghan province Baghlan (2004/2005). Taking a business alliance approach, the phases in a civil-military cooperation process are identified. Then the main factors influencing the process are highlighted. Finally, a framework is proposed for evaluating the quality of civil-military cooperation. The book concludes by recommending ways of improving the cooperation process.

Civil-Military Cooperation (CIMIC) is the relationship between militaries and humanitarians. This book demonstrates the wide variety of national approaches to CIMIC activities, introducing some theoretical and ethical considerations into a field that has largely been bereft of this type of debate.

This book explores the unintended consequences of security governance actions and explores how their effects can be limited. Security governance describes new modes of security policy that differ from traditional approaches to national and international security. While traditional security policy used to be the exclusive domain of states and aimed at military defense, security governance is performed by multiple actors and is intended to create a global environment of security for states, social groups, and individuals. By pooling the strength and expertise of states, international organizations, and private actors, security governance is seen to provide more effective and efficient means to cope with today’s security risks. Generally, security governance is assumed to be a good thing, and the most appropriate way of coping with contemporary security problems. This assumption has led scholars to neglect an important phenomenon: unintended consequences. While unintended consequences do not need to be negative, often they are. The CIA term "blowback," for example, refers to the phenomenon that a long nurtured group may turn against its sponsor. The rise of al Qaeda, which had benefited from US Cold War policies, is only one example. Raising awareness about unwanted and even paradoxical policy outcomes and suggesting ways of avoiding damage or limiting their scale, this book will be of much interest to students of security governance, risk management, international security and IR.
