This book examines the complex relationship between the state and civil society and the impact that this has had on democratization processes in Nigeria from colonial times to the present. Expanding notions of democracy, the author builds a theoretical understanding of civil society to show how it can be both antithetical to and an ally of the state in the struggle for democratization. Combining the neo-Gramscian framework with discursive perspectives from Habermas and Foucault, the book takes a dialectical approach that traces the incarnations of the state and civil society and relates the mutual connections of the two spaces. African nations have watched the recent civic dramas of the Arab Spring and Occupy Wall Street asking if they too will see similar civil society actions in their own countries. Nigeria—Africa’s most populous nation—has long enjoyed one of the continent’s most vibrant civil society spheres, which has been instrumental in political change. Initially viewed as contributing to democracy’s development, however, civil society groups have come under increased scrutiny by scholars and policymakers. Do some civil society groups promote democracy more effectively than others? And if so, which ones, and why? By examining the structure, organizational cultures, and methods of more than one hundred Nigerian civil society groups, Kew finds that the groups that best promote democratic development externally are themselves internally democratic. Specifically, the internally democratic civil society groups build more sustainable coalitions to resist authoritarian rule; support and influence political parties more effectively; articulate and promote public interests in a more negotiable fashion; and, most importantly, inculcate democratic norms in their members, which in turn has important democratizing impacts on national political cultures and institutions. Further, internally democratic groups are better able to resolve ethnic differences and ethnic-based tensions than their undemocratically structured peers. This book is a deeply comprehensive account of Nigerian civil society groups in the late twentieth and early twenty-first centuries. Kew blends democratic theory with conflict resolution methodologies to argue that the manner in which groups—and states—manage internal conflicts provides an important gauge as to how democratic their political cultures are. The conclusions will allow donors and policymakers to make strategic decisions in their efforts to build a democratic society in Nigeria and other regions.

Since the late 1980s the changing dynamic of global development has driven the tide of democratic expansion in the developing world. In Africa, western donors have sought to impose 'neo-liberal' visions of socio-economic and political institution-building, spreading political reforms and economic liberalisation with far-reaching consequences. Associated with external interventions, but also sometimes conflicting with them, are internal protests against authoritarianism, which have problematically reinforced and/or undermined the donor agenda for democratic reform.Here, Usman Tar questions the assumption that Africa was lacking the essential components for a spontaneous transition to democracy. He explores the dynamic, but contradictory, links between external and internal dimensions of neo-liberal democratic expansion in Africa, focusing on Nigeria. Examines Nigeria's challenges with consolidating democracy and the crisis of governance arising from structural errors of the state and the fundamental contradictions of the society in Nigeria's Fourth Republic reflect a wider crisis of democracy globally. 'We will leave no stone unturned to ensure sustenance of democracy, because it is good for us, it is good for Africa, and it is good for the world.' Nigeria's Fourth Republic has survived longer than any of the previous three Republics, the most durable Republic in Nigeria's more than six decades of independence. At the same time, however, the country has witnessed sustained periods of violence, including violent clashes over the imposition of Sharia'h laws, insurgency in the Niger Delta, inter-ethnic clashes, and the Boko Haram insurgency. Despite these tensions of, and anxieties about, democratic viability and stability in Nigeria, has democratic rule come to stay in Africa's most populous country? Are the overall conditions of Nigerian politics, economy and socio-cultural dynamics now permanently amenable to uninterrupted democratic rule? Have all the social forces which, in the past, pressed Nigeria towards military intervention and autocratic rule resolved themselves in favour of unbroken representative government?
