Climate change is one of the greatest challenges facing human kind owing to the great uncertainty regarding future impacts, which affect all regions and many ecosystems. Many publications deal with economic issues relating to mitigation policies, but the economics of adaptation to climate change has received comparatively little attention. However, this area is is critical and a central pillar of any adaptation strategy or plan and is the economic dimension, which therefore merits the increase in attention it is receiving. This book deals with the difficulties that face the economics of adaptation. Critical issues include: uncertainty; baselines; reversibility, flexibility and adaptive management; distributional impacts; discount rates and time horizons; mixing monetary and non-monetary evaluations and limits to the use of cost-benefit analysis; economy-wide impacts and cross-sectoral linkages. All of these are addressed in the book from the perspective of economics of adaptation. This book conducts a holistic analysis of climate change perceptions, vulnerabilities, impacts, and adaptation, based on the primary household-data collected from the Chepang community residing in the rural Mid-Hills of Nepal. Socio-economic and demographic data from the household survey is integrated with meteorological and spatial data to conduct an integrated analysis. Quantitative analysis is also supplemented by qualitative information. Given the context of ongoing climate change, the livelihoods issues of a highly marginalized Chepang community form the center-point of analysis. The book demonstrates that balanced assets possession is a prerequisite to strengthen the adaptive capacity of the households. Furthermore, the ability of translating adaptive capacity into adaptation actions is determined by the households’ ability to correctly perceive the changes and their access to various assets. The book recommends to ensure the availability of non-farm livelihood opportunities along with access to formal/vocational education and skill development training as these are the key factors contributing to reduce the vulnerability. The book concludes that mainstreaming of climate change into development efforts is a must for sustainable development.

As climate change adaptation rises up the international policy agenda, matched by increasing funds and frameworks for action, there are mounting questions over how to ensure the needs of vulnerable people on the ground are met. This report describes the conduct of the cost-benefit analysis of climate proofing investment projects. An important message is that the presence of uncertainty about climate change does not invalidate the conduct of the economic analysis of investment projects, nor does it require a new type of economic analysis. However, the presence of uncertainty does require a different type of decision-making process in which technical and economic expertise combine to present decision makers with the best possible information on the economic efficiency of alternative designs of investment projects.

Vietnam is likely to be among the countries hardest hit by climate change, threatening its legacy as a champion in leveraging agriculture for development. This paper examines how a changing climate may affect rice production and how Vietnamese farmers are likely to adapt to various climatic conditions using an innovative yield function approach, taking into account sample selection bias and endogeneity of inputs. Model results suggest that although climate change can potentially reduce rice production, farmers will respond mainly by adjusting the production portfolio and levels of input use. However, investments in rural infrastructure and human capital will have to support farmers in the adaptation process if production levels and farm incomes are to be sustained in the future.
