Amartya Sen and Martha Nussbaum have made major contributions to development studies and social philosophy, yet sustainability issues have largely remained outside their domain despite sustainability’s significance and complex relation to their central value of freedom. This volume explores sustainability from a capabilities perspective, with the motif of human security, inviting a lively discussion within the human development family. Thus, the book highlights the nexus between human security and development issues. It has two major pillars, one is the development and the other is technology issues. These two inter-dependent topics are discussed in the perspective of the global pandemic, making this the most important feature of this book.While the world is still in the middle of a pandemic, and possibly other natural and biological hazards may affect peoples’ lives and livelihoods in the future, this book provides some key learning, which can be used to cope with future uncertainties, including climate risks. This Handbook will serve as a standard reference guide to the subject of human security, which has grown greatly in importance over the past twenty years. Human security has been part of academic and policy discourses since it was first promoted by the UNDP in its 1994 Human Development Report. Is global climate change likely to become a significant source of violent conflict, and should it therefore be seen as a national security challenge? Most Northern governments, militaries, think tanks and NGOs believe so, as do many academic researchers, on the grounds that increased temperatures, changing precipitation patterns and rising sea levels will worsen existing social stresses, especially within poor societies and marginal communities across Africa and Asia. This book argues otherwise. The first collection of its kind, it brings together leading scholars of Anthropology, Geography, Development Studies and International Relations to provide a series of critical analyses of mainstream thinking on the climate-security nexus. It shows how policy discourse on climate conflict consistently misrepresents the causes of violence, especially by obscuring its core political dimensions. It demonstrates that quantitative research provides a flawed basis for understanding climate-conflict linkages. It argues that climate security discourse is in hoc with a range of questionable military, authoritarian and developmental agendas. And it reveals that the greening of global capitalism is already having violent consequences across the global South. Climate change, the book argues, does indeed have serious conflict and security implications – but these are quite different from how they are usually imagined. "Human security" is an approach that rejects the traditional prioritization of state security, and instead identifies the individual as the primary referent of security. It offers a way of broadening our perspective, and recognizing that the most pressing threats to individuals do not come from interstate war, but from the emergencies that affect people every day, such as famine, disease, displacement, civil conflict and environmental degradation. Human security is about people living their lives with dignity, being free from "fear" and "want". To date, there has been a strong tendency to focus on insecurity caused by civil conflict, with less attention on issues to do with environmental security. This volume addresses the threat posed by natural disasters, which represent an increasingly major human security threat to people everywhere. In looking at natural disasters, this book also refines the human security approach. It does so through developing its previously unexplored interdisciplinary potential. This volume explicitly seeks to bring the human security approach into conversation with contributions from a range of disciplines: development, disaster sociology, gender studies, international law, international relations, philosophy, and public health. Collectively these scholars unpack the "human" element of "natural" disasters. In doing so, an emphasis is placed on how pre-existing vulnerabilities can be gravely worsened, as well as the interconnected nature of human security threats. The book presents a variety of case studies that include the Indian Ocean tsunami, Hurricane Katrina, the 2010 Haiti earthquake, and the 2011 "triple disasters" in Japan.
