Climate change is causing unprecedented damage to our ecosystem. Increasing temperatures, ocean warming and acidification, severe droughts, wildfires, altered precipitation patterns, melting glaciers, rising sea levels and amplification of extreme weather events have direct implications for our food systems. While the impacts of such environmental factors on food security are well known, the effects on food safety receive less attention. The purpose of Climate change: Unpacking the burden on food safety is to identify and attempt to quantify some current and anticipated food safety issues that are associated with climate change. The food safety hazards considered in the publication are foodborne pathogens and parasites, harmful algal blooms, pesticides, mycotoxins and heavy metals with emphasis on methylmercury. There is also, a dedicated section on the benefits of forward-looking approaches such as horizon scanning and foresight, which will not only aid in anticipating future challenges in a shifting global food safety landscape, but also help build resilient food systems that can be continually updated as more knowledge is assimilated. By building a more widespread and better understanding of the consequences climate change has on food safety, it is hoped that this document will aid in fostering stronger international cooperation in making our food safer by reducing the global burden of these concerns.

Agrifood systems are undergoing a transformation with the aim to provide safer, more affordable, and healthier diets for all, produced in a sustainable manner while delivering just and equitable livelihoods: a key to achieving the UN’s 2030 Agenda for Sustainable Development. However, this transformation needs to be executed in the global context of major challenges facing the food and agriculture sectors, with drivers such as climate change, population growth, urbanization, and natural resources depletion compounding these challenges. Food safety is a keystone to agrifood systems and all food safety actors need to keep pace with the ongoing transformation while preparing to navigate the potential threats, disruptions, and challenges that may arise. Foresight in food safety facilitates the proactive identification of drivers and related trends, both within and outside agrifood systems, that have implications for food safety and therefore also for consumer health, the national economy, and international trade. Early identification and evaluation of drivers and trends promote strategic planning and preparedness to take advantage of emerging opportunities and address challenges in food safety. In this publication, the FAO Food Safety Foresight programme provides an overview of the major global drivers and trends by describing their implications for food safety in particular and for agrifood systems by extrapolation. The various drivers and trends reported include climate change, changing consumer behaviour and preferences, new food sources and production systems, technological advances, microbiome, circular economy, food fraud, among others. This book analyzes how the management of natural resources can affect climate change and how climate change affects energy, food, fisheries, producing industries and national adaptation strategies in Turkey’s perspective. The schematic diagrams, tables and graphs have been included to make the book more illustrative. Resource management is analysed from the perspective of a capital conversion-based model of development. One important conclusion of the book is that integrating climate change concerns into resource management implies that some natural resources will need to be stranded in order to meet mitigation commitments compatible with the goal of limiting global warming to well below 2 degrees Celsius and pursuing efforts to limit the increase in the average value of global temperature to 1.5 degrees Celsius above pre-industrial levels.

The new WHO Global Strategy for Food Safety 2022-2030 was adopted by the Seventy-fifth World Health Assembly in 2022. The updated strategy addresses current and emerging challenges, incorporates new technologies and includes innovative approaches for strengthening food safety systems. The target audience includes policy-makers (national and subnational governments), technical authorities/agencies responsible for food safety, academia, food business operators (FBOs) and private sectors, consumers, civil societies, UN agencies and WHO staff. This new document was prepared with support from the Technical Advisory Group (TAG) on Food Safety: Safer food for better health. It reflects feedback received through consultation process with Member States and governmental institutions, United Nations agencies and other intergovernmental organizations, academia, NGOs, private sector entities, and individuals working in public health and food safety. The vision of the draft strategy is to ensure that all people, everywhere, consume safe and healthy food to reduce the burden of foodborne diseases. With five interlinked and mutually supportive strategic priorities, the draft strategy aims to build forward-looking, evidence-based, people-centred, and cost-effective food safety systems with coordinated governance and adequate infrastructures. This strategy contributes to the achievement of the SDGs and will be reviewed in 2030 when the world will reflect upon the progress made towards the SDGs.

Humankind is facing a perfect storm of climate change, biodiversity loss, and multiple forms of malnutrition (stunting, wasting, micronutrient deficiencies, and obesity) coexisting in the same country, community, household, and even individual. Challenges from each of these areas are well known and recognized, but what seems to be missing in many development and policy circles is a recognition that food is at the centre of all three of these issues. This paper identifies entry points within agri-food systems to improve biodiversity and diets, two levers that can be used to enhance nutrition and optimize environmental sustainability while ensuring social equity, especially of the most vulnerable people. It also presents recommendations for concrete actions by key stakeholders – governments, academia, civil society, private sector, and development partners –to build resilient, inclusive, and sustainable agri-food systems.

Agrifood systems require sustained growth to maintain food security for the global population, while facing unprecedented pressure from challenges of climate change and resource depletion. In this context, evaluating, holistically planning and transitioning to circularity will be critical to improve sustainability and face those challenges. While circular economy initiatives offer considerable promise in improving sustainability and increasing performance, these benefits are juxtaposed by the increasing evidence that contaminants, physical, microbiological or chemical, can get introduced, persist and potentially lead to unsafe food. Therefore, protecting food safety is key for the success of transitioning our current linear agrifood system to a more sustainable and circular one. This report provides a synthesis of current and emerging evidence of food safety risks in circular agrifood initiatives, with an aim to understand challenges and opportunities to manage and enhance food safety. Food safety has to be an equal performance indicator for any transition, requiring addressing data gaps, focusing research efforts and exploring opportunities for improving food safety outcomes. All parties in the agrifood system need to proactively do their part to ensure agrifood systems develop, by harnessing the innovation in this area, and at the same time produce safe food.
