This book highlights the current issues, challenges, and priorities for climate change adaptation in the ten member states of the Association of Southeast Asian Nations (ASEAN). The status of each country was prepared by a consortium of researchers in consultation with National Focal Points of the ASEAN Working Group on Climate Change (AWGCC). National documents on adaptation actions, including local scenario and priorities, were reviewed where available and supplemented with an assessment of scientific publications to identify vulnerable ecosystems and regions. Adaptation needs and priorities were determined through stakeholder consultation in the respective countries. This allows for local-level perspectives to be captured and brought to the attention of policy and decision-makers at the national and regional levels. An important lesson from this exercise is that universities and research institutions at the national level have a critical role to play in bridging the gap between science and policy in climate change adaptation. These institutions also have the capacity to continuously facilitate transfer of the best available science for advancing climate change adaptation at the local level.

Development Asia aims to make a significant contribution to raising awareness and understanding of the issues that matter most today. It is not an academic journal; nor is it a publication that presents the views of the Asian Development Bank. It is intended as a forum for debate and discussion, reflecting different views of the most topical and complex development issues in the region. This launch issue focuses on four such issues: climate change, biofuels, genetically modified foods, and food security. The cover story features a candid interview with Rajendra Pachauri, chair of the Nobel Peace Prize-winning UN Intergovernmental Panel on Climate Change, who shares his views on the impact of climate change and the role of development institutions in addressing the problem. In guest columns, two pre-eminent experts on the subject suggest ways of dealing with climate change. Lord Nicholas Stern, author of the Stern Review on the Economics of Climate Change, says global action to reduce greenhouse gas emissions must satisfy the principles of effectiveness, efficiency, and equity. Emil Salim, adviser to the Indonesian president, calls for a sustainable development model for Asia that eradicates poverty while fighting climate change. This issue also asks whether biofuels are the panacea for the world's energy problems or if they pose a threat to longer-term environmental sustainability. It looks at genetically modified foods and whether they really hold the key to eradicating global hunger. It likewise considers the impact of soaring food prices on the poor and the need for agricultural reforms.

Notwithstanding denials by climate-skeptics, the global scientific community considers the world environment is rapidly worsening. They argue that failure to adopt measures to reduce CO2 gas emission in the atmosphere could lead to disastrous social-economic, politico-security and environmental consequences. Skeptics argue that climate changes are due to nature's own cyclical phenomenon. They fail to understand that climatology as a scientific discipline is in its infancy, but overwhelming evidence suggests that human activities are responsible for this. Smart campaigning and some mistakes by the IPCC in its 2007 report enabled skeptics to derail the efforts to adopt a legally binding CO2 emission target in Copenhagen in 2009.

Trade and investment indirectly contribute to greenhouse gas emissions through the energy used in associated production and transportation processes to the extent that energy is generated on the basis of fossil fuels. However, if technologies can be developed and distributed which are clean and contribute to energy efficiency and conservation or use renewable energy, then trade and investment will be part of the solution rather than the problem. This publication makes a strong case for trade and investment in climate-smart goods and services, in particular climate-smart technologies resulting in a triple win for economic growth, trade and environment.
