This book problematises the statist underpinnings of the concept of the ‘developmental state,’ in terms of both state–society and national–global relations, challenging the notion that the state is the agent of national development qua being autonomous from the domestic and global economies. Presenting a thorough and comprehensive critical assessment of the extant approaches and theories of the Korean developmental state in particular, this book demonstrates that the existing literature, including Marxist critiques, only inadequately and partially challenge statism. It examines how statism reinforces and is reinforced by ‘Third World Developmentalism’, the idea that ‘development’ is in itself a positive goal and that a nationally autonomous mode of development should be promoted as a means of empowerment. In opposition, this book offers a critique of statism by constructing an alternative theoretical framework, extending Marx’s concept of commodity fetishism to state–society and national–global relations. Drawing on a new theoretical framework and significant Korean literature, The State, Class and Developmentalism in South Korea offers a novel historical interpretation and critique of the developmental state in the Korean context. As such, it will be useful to students and scholars of Asian studies, Development Studies and International Political Economy.

In the 1880s, Hong Kong was a booming colonial entrepôt, with many European, especially British, residents living in palatial mansions in the Mid-Levels and at the Peak. But it was also a ruthless migrant city where Chinese workers shared bedspaces in the crowded tenements of Taipingshan. Despite persistent inequality, Hong Kong never ceased to attract different classes of sojourners and immigrants, who strived to advance their social standing by accumulating wealth, especially through land and property speculation. In this engaging and extensively illustrated book, Cecilia L. Chu retells the ‘Hong Kong story’ by tracing the emergence of its ‘speculative landscape’ from the late nineteenth to the early decades of the twentieth century. Through a number of pivotal case studies, she highlights the contradictory logic of colonial urban development: the encouragement of native investment that supported a laissez-faire housing market, versus the imperative to segregate the populations in a hierarchical, colonial spatial order. Crucially, she shows that the production of Hong Kong’s urban landscapes was not a top-down process, but one that evolved through ongoing negotiations between different constituencies with vested interests in property. Further, her study reveals that the built environment was key to generating and attaining individual and collective aspirations in a racially divided, highly unequal, but nevertheless upwardly mobile, modernizing colonial city.

This book explores the long history in China of Chinese Muslims, known as the Hui people, and regarded as a minority, though in fact they are distinguished by religion rather than ethnicity. It shows how over time Chinese Muslims adopted Chinese practices as these evolved in wider Chinese society, practices such as constructing and recording patrilinear lineages, spreading genealogies, and propagating education and Confucian teaching, in the case of the Hui through the use of Chinese texts in the teaching of Islam at mosques. The book also examines much else, including the system of certification of mosques, the development of Sufi orders, the cultural adaptation of Islam at the local level, and relations between Islam and Confucianism, between the state and local communities, and between the educated Muslim elite and the Confucian literati. Overall, the book shows how extensively Chinese Muslims have been deeply integrated within a multi-cultural Chinese society.

In the early 1960s fewer than five percent of Japanese owned automobiles, China's per capita income was among the lowest in Asia, and living standards in rural South Korea put it among the world's poorest countries. Today, these are three of the most powerful economies on earth. Dwight Perkins draws on extensive experience in the region to explain how Asia sustained such rapid economic growth in the second half of the twentieth century. East Asian Development covers Japan, South Korea, Hong Kong, Singapore, and Taiwan, as well as Indonesia, Vietnam, Thailand, Malaysia, and China--a behemoth larger than the other economies combined. While the overall picture of Asian growth is positive, no single economic policy has been effective regionwide. Perkins uncovers why some initially egalitarian societies have ended up in very different places, with Japan, for example, maintaining a modest gap between rich and poor while China has become one of Asia's most unequal economies. With Korean and Japanese growth sluggish and China losing steam, Perkins asks whether this is a regional phenomenon or typical of all economies at this stage of development. His inquiry reminds us that the uncharted waters of China's vast economy make predictions speculative at best.

The role of government in East Asian economic development has been a continuous issue. Two competing views have shaped enquiries into the source of the rapid growth high-performing Asian economies and attempts to derive a general lesson for other developing economies: the market-friendly view, according to which government intervenes little in the market, and the developmental state view, in which it governs the market. What these views share in common is a conception of market and government as alternative mechanisms for resource allocation. They are distinct only in their judgement of the extent to which market failures have been, and ought to be, remedied by direct government intervention. This collection of essays suggests a breakthrough, third view: the market-enhancing view. Instead of viewing government and the market as mutually exclusive substitutes, it examines the capacity of government policy to facilitate or complement private sector co-ordination. The book starts from the premise that private sector institutions have important comparative advantages over government, in particular in their ability to process information available on site. At the same time, it recognizes that the capabilities of the private sector are more limited in developing economies. The market-enhancing view thus stresses the mechanisms whereby government policy is directed at improving the ability of the private sector to solve co-ordination problems and overcome other market imperfections. In presenting the market-enhancing view, the book recognizes the wide diversity of the roles of government across various East Asian economies-including Japan, Korea, Hong Kong, Malaysia, and China-and its path-dependant and developmental stage nature.
