This report describes homegrown violent jihadists and the plots and attacks that have occurred since 9/11. For this report, "homegrown" and "domestic" are terms that describe terrorist activity or plots perpetrated within the United States or abroad by American citizens, legal permanent residents, or visitors radicalized largely within the United States. The report also discusses the radicalization process and the forces driving violent extremist activity. It analyzes post-9/11 domestic jihadist terrorism and describes law enforcement and intelligence efforts to combat terrorism and the challenges associated with those efforts. It also outlines actions underway to build trust and partnership between community groups and government agencies and the tensions that may occur between law enforcement and engagement activities.

Over the course of the first decade of the third millennium, terrorism has become a phenomenon that no state, society, or individual can afford to ignore. Particularly in the post-9/11 world, terrorism has not only turned into an ubiquitous fact and an omnipresent spectacle but also an alarming global concern. It is, nevertheless, surprising for many people that the global convergence towards growing fear and anxiety of terrorism has not necessarily led to a parallel convergence in our understanding and definition of the phenomenon. Defining terrorism today is no simpler a task than the days of the French revolution during which the term was first coined. Although definition exercises are often perceived by various politicians and practitioners as yet another bizarre avocation of scholars, attempts to redefine the term terrorism time and again is neither straightforward nor in vain.

First Published in 2015. This collection holds three volumes. Terrorism is a term that defies easy definition and its meaning has also changed over the course of history. Because this encyclopedia aims at comprehensiveness —across time, geography, and the conceptual landscape —it applies the broadest definition of terrorism: the use of violence or the threat of violence to effect political change through fear, in which the victims of the violence. The encyclopedia is divided into six parts.

The increased ability of clandestine groups to operate with little regard for borders or geography is often taken to be one of the dark consequences of a brave new globalized world. Yet even for terrorists and smugglers, the world is not flat; states exert formidable control over the technologies of globalization, and difficult terrain poses many of the same problems today as it has throughout human history. In No Man's Land, Justin V. Hastings examines the complex relationship that illicit groups have with modern technology—and how and when geography still matters. Based on often difficult fieldwork in Southeast Asia, Hastings traces the logistics networks, command and control structures, and training programs of three distinct clandestine organizations: the terrorist group Jemaah Islamiyah, the insurgent Free Aceh Movement, and organized criminals in the form of smugglers and maritime pirates. Hastings also compares the experiences of these groups to others outside Southeast Asia, including al-Qaeda, the Tamil Tigers, and the Somali pirates. Through reportage, memoirs, government archives, interrogation documents, and interviews with people on both sides of the law, he finds that despite their differences, these organizations are constrained and shaped by territory and technology in similar ways. In remote or hostile environments, where access to the infrastructure of globalization is limited, clandestine groups must set up their own costly alternatives. Even when successful, Hastings concludes, criminal, insurgent and terrorist organizations are not nearly as mobile as pessimistic views of the sinister side of globalization might suggest.

The al-Qaeda Franchise asks why al-Qaeda adopted a branching-out strategy, introducing seven franchises spread over the Middle East, Africa, and South Asia. After all, transnational terrorist organizations can expand through other organizational strategies. Forming franchises was not an inevitable outgrowth of al-Qaeda's ideology or its U.S.-focused strategy. The efforts to create local franchises have also undermined one of al-Qaeda's primary achievements: the creation of a transnational entity based on religious, not national, affiliation. The book argues that al-Qaeda's branching out strategy was not a sign of strength, but instead a response to its decline in the aftermath of the 9/11 attacks. Franchising reflected an escalation of al-Qaeda's commitments in response to earlier strategic mistakes, leaders' hubris, and its diminished capabilities. Although the introduction of new branches helped al-Qaeda create a frightening image far beyond its actual capabilities, ultimately this strategy neither increased the al-Qaeda threat, nor enhanced the organization's political objectives. In fact, the rise of ISIS from an al-Qaeda branch to the dominant actor in the jihadi camp demonstrates how expansion actually incurred heavy costs for al-Qaeda. The al-Qaeda Franchise goes beyond explaining the adoption of a branching out strategy, also exploring particular expansion choices. Through nine case studies, it analyzes why al-Qaeda formed branches in some arenas but not others, and why its expansion in some locations, such as Yemen, took the form of in-house franchising (with branches run by al-Qaeda's own fighters), while other locations, such as Iraq and Somalia, involved merging with groups already operating in the target arena. It ends with an assessment of al-Qaeda's future in light of the turmoil in the Middle East, the ascendance of ISIS, and US foreign policy.

Unmanned combat air vehicles, or in common parlance 'drones', have become a prominent instrument in US efforts to counter an objective (and subjective) cross-border terrorist threat with lethal force. As a result, critical questions abound on the legitimacy of their use. In a series of multidisciplinary essays by scholars with an extensive knowledge of international norms, this book explores the question of legitimacy through the conceptual lenses of legality, morality and efficacy, it then closes with the consideration of a policy proposal aimed at incorporating all three indispensable elements. The importance of this inquiry cannot be overstated. Non-state actors fully understand that attacking the much more powerful state requires moving the conflict away from the traditional battlefield where they are at an enormous disadvantage. Those engaging in terrorism seek to goad the ruling government into an overreaction, or abuse of power, to trigger a destabilization via an erosion of its legitimacy. Thus defending the target of legitimacy”in this case, insuring the use of deadly force is constrained by valid limiting principles”represents an essential strategic interest. This book seeks to come to grips with the new reality of drone warfare by exploring if it can be used to preserve, rather than eat away at, legitimacy. After an extensive analysis of the three key parameters in twelve chapters, the practical proposition of establishing a 'Drone Court' is put forward and examined as a way of pursuing the goal of integrating these essential components to defend the citizenry and the legitimacy of the government at the same time.
