Agricultural transformation refers to a series of changes in agriculture that both reflect and drive rising income and economic development more broadly. While the macroeconomic patterns of agricultural transformation are relatively well documented, less is known about how it is manifested at the household level. Ethiopia makes an excellent case study as it has had one of the fastest growing economies in the world. This paper focuses on one aspect of this process: agricultural commercialization, that is, the process through which an increasing share of agricultural output is sold on the market rather than being consumed at home. The analysis uses three nationally representative rural household surveys carried out in 2012, 2016, and 2019, including a panel of 1,900 households. The results show that the share of marketed agricultural output has increased significantly over the seven-year period. Somewhat surprisingly, this increase is not due to a shift in crop mix toward more commercial crops but rather an increase in the degree of commercialization of each crop. Using a correlated random effects model, we find marketed share to be significantly related to age of the head of household, farm size, wealth, distance to road, rainfall, rainfall variability, and region. Although endogeneity is a challenge, descriptive statistics and regression analysis further suggest that agricultural commercialization contributes to higher income, largely because commercial crops generate higher returns per hectare than staple grains. The results indicate that there is no clear line between “subsistence” and “commercial” farms. A large majority of farms have some crop sales, while virtually none of them sell all their output. Similarly, the contrast between subsistence crops and cash crops can be misleading. For example, the value of staple cereal sales in Ethiopia is almost three times greater than that of coffee, the main cash crop. We draw lessons from the results for the design of programs to raise rural incomes by facilitating market-oriented agricultural production.

For thousands of years, Ethiopia has depended on its smallholding farmers to provide the bulk of its food needs. But now, such farmers find themselves under threat from environmental degradation, climate change and declining productivity. As a result, smallholder agriculture has increasingly become subsistence-oriented, with many of these farmers trapped in a cycle of poverty. Smallholders have long been marginalised by mainstream development policies, and only more recently has their crucial importance been recognised for addressing rural poverty through agricultural reform. This collection, written by leading Ethiopian scholars, explores the scope and impact of Ethiopia's policy reforms over the past two decades on the smallholder sector. Focusing on the Lake Tana basin in northwestern Ethiopia, an area with untapped potential for growth, the contributors argue that any effective policy will need to go beyond agriculture to consider the role of health, nutrition and local food customs, as well as including increased safeguards for smallholder's land rights. They in turn show that smallholders represent a vitally overlooked component of development strategy, not only in Ethiopia but across the global South.

Throughout history, rural smallholders have formed various forms of associations to confront access-barriers to the market. It is estimated that 250 million farmers participate in agricultural cooperatives in developing countries. Agricultural cooperatives are considered to be a fundamental pillar of rural development strategies, as well as a core institution in the process of governance decentralization and agri-business development. In Ethiopia, where agro-ecological conditions are generally favourable, 85 percent of the national population lives in rural areas under subsistence or semi-subsistence regimes. Agricultural cooperatives are advocated by the government as key market institutions to exploit Ethiopia's agricultural growth potential. The scope of this study is to improve the understanding of the role played by cooperative organizations in linking Ethiopian smallholder farmers to emerging markets. Through exploring the evolution of supermarkets, integrated supply chains, and global commodity exchange networks, this study sheds light on the relationship between rural cooperation and farmers' competitiveness. Quantitative data that form the basis for this study were collected from the Highland regions of Ethiopia, in the period between 2003 and 2006. Findings suggest that cooperatives are not a panacea to boost rural competitiveness. Collective action assists smallholders in procuring state subsidy for production, but does not necessarily lead to increased commercialization. Only when collective action involves collective marketing do farmers become more commercial, further improving production volumes and productivity. However, in the process of commercialization and production intensification quality management is often neglected in Ethiopian agricultural cooperatives. This study reveals guidelines for public-private partnerships so that cooperative farmers can maximize commercialization and optimize the balance between quality and productivity.

This volume explores agricultural commercialization from a gender equality and right to food perspective. Agricultural commercialization, involving not only the shift to selling crops and buying inputs but also the commodification of land and labour, has always been controversial. Strategies for commercialization have often reinforced and exacerbated inequalities, been blind to gender differences and given rise to violations of the human rights to food, land, work and social security. While there is a body of evidence to trace these developments globally, impacts vary considerably in local contexts. This book systematically considers these dynamics in two countries, Cambodia and Ghana. Profoundly different in terms of their history and location, they provide the basis for fruitful comparisons because they both transitioned to democracy in the early 1990s, made agricultural development a priority, and adopted orthodox policies of commercialization to develop the sector. Chapters illustrate how commercialization processes are gendered, highlighting distinctive gender, ethnic and class dynamics in rural Ghana and Cambodia and the different outcomes these generate. They also show the ways in which food cultures are changing and the often-problematic impact of these changes on the safety and quality of food. Specific policies and legal norms are examined, with chapters addressing the development and implementation of frameworks on the right to food and land administration. Overall, the volume brings into relief multiple dimensions shaping the outcomes of processes of commercialization, including gender orders, food cultures, policy translation, national and sub-national policies, corporate investments and programmes, and formal and informal legal norms. In doing so, it offers insight not only on our case countries, but also provides proposals to advance rights-based research on food security.
