This report reviews the U.S. Climate Change Science Program's new draft assessment product on characterizing and communicating uncertainty information for climate change decision making, one of 21 climate change assessment products that the program is developing to meet the requirements of the 1990 Global Change Research Act. Although the draft assessment is effective in discussing methods of characterizing uncertainty, it falls short in several ways. It is written for researchers involved in assessment efforts and will likely be of use to them, but does not address other key audiences, particularly policymakers, decision-makers, and members of the media and general public. In addition, it does not assess the full range of "best practice approaches" for characterizing, incorporating, and communicating uncertainty. These weaknesses were due in part to a change in the prospectus after the process had begun to include new target audiences and a different scope of work. It will take a substantial revision of the current draft or production of a companion document, both requiring additional authors, to address these issues.

This book provides important insight on a range of issues focused on three themes; what new climate change information is being developed, how that knowledge is communicated and how it can be usefully applied across international, regional and local scales. There is increasing international investment and interest to develop and communicate updated climate change information to promote effective action. As change accelerates and planetary boundaries are crossed this information becomes particularly relevant to guide decisions and support both proactive adaptation and mitigation strategies. Developing new information addresses innovations in producing interdisciplinary climate change knowledge and overcoming issues of data quality, access and availability. This book examines effective information systems to guide decision-making for immediate and future action. Cases studies in developed and developing countries illustrate how climate change information promotes immediate and future actions across a range of sectors.

This book asks and answers the question of what communication research and other social sciences can offer that will help the global community to address climate change by identifying the conditions that can persuade audiences and encourage collective action on climate. While scientists often expect that teaching people the scientific facts will change their minds about climate change, closer analysis suggests this is not always the case. Communication scholars are pursuing other ideas based on what we know about influence and persuasion, but this approach does not provide complete answers either. Some misconceptions can be corrected by education, and some messages will be more powerful than others. The advent of the Internet also makes vast stores of information readily available. But audiences still process this information through different filters, based on their own values and beliefs – including their understanding of how science works. In between momentous events, media coverage of climate tends to recede and individuals turn their attention back to their daily lives. Yet there is a path forward: Climate change is a social justice issue that no individual – and no nation – can solve on their own. A different sort of communication effort can help.

This book offers a concrete contribution towards a better understanding of climate change communication. It ultimately helps to catalyse the sort of cross-sectoral action needed to address the phenomenon of climate change and its many consequences. There is a perceived need to foster a better understanding of what climate change is, and to identify approaches, processes, methods and tools which may help to better communicate it. There is also a need for successful examples showing how communication can take place across society and stakeholders. Addressing the challenges in communicating to various audiences and providing a platform for reflections, it showcases lessons learnt from research, field projects and best practices in various settings in various different countries. The acquired knowledge can be adapted and applied to other situations.

Mike Hulme has been studying climate change for over thirty years and is today one of the most distinctive and recognisable voices speaking internationally about climate change in the academy, in public and in the media. The argument that he has made powerfully over the last few years is that climate change has to be understood as much as an idea situated in different cultural contexts as it is as a physical phenomenon to be studied through universal scientific practices. Climate change at its core embraces both science and society, both knowledge and culture. Hulme’s numerous academic and popular writings have explored what this perspective means for the different ways climate change is studied, narrated, argued over and acted upon. Exploring Climate Change through Science and in Society gathers together for the first time a collection of his most popular, prominent and controversial articles, essays, speeches, interviews and reviews dating back to the late 1980s. The 50 or so short items are grouped together in seven themes - Science, Researching, Culture, Policy, Communicating, Controversy, Futures - and within each theme are arranged chronologically to reveal changing ideas, evidence and perspectives about climate change. Each themed section is preceded with a brief introduction, drawing out the main issues examined. Three substantive unpublished new essays have been specially written for the book, including one reflecting on the legacy of Climategate. Taken as a collection, these writings reveal the changes in scientific and public understandings of climate change since the late 1980s, as refracted through the mind and expression of one leading academic and public commentator. The collection shows the many different ways in which it is necessary to approach the idea of climate change to interpret and make sense of the divergent and discordant voices proclaiming it in the public sphere.

Climate Change across the Curriculum examines ways of thinking and conveying information about climate change across university curricula and within academic disciplines. The contributors provide methods, strategies, rationales, and theoretical justifications for teaching climate issues at the university level. The content of this book aims to introduce climate change to classes outside of the sciences, as it will take a wide range of disciplines, broader institutional thinking, and experimentation to fully engage university resources and knowledge toward the mitigation of fossil fuel consumption and adaptation to the negative consequences of climate change. Climate Change across the Curriculum encourages professors to engage salient aspects of their academic disciplines to the study of climate issues in the classroom, as well as sample theories, practices, and resources from a wide range of academic disciplines outside of their own areas of specialization. The contributors ask: what role will higher education play in addressing environmental challenges and producing students who become professionals who accomplish work that solves these problems?

The U.S. Climate Change Science Program (CCSP) coordinates the efforts of 13 federal agencies to understand why climate is changing, to improve predictions about how it will change in the future, and to use that information to assess impacts on human systems and ecosystems and to better support decision making. Evaluating Progress of the U.S. Climate Change Science Program is the first review of the CCSP's progress since the program was established in 2002. It lays out a method for evaluating the CCSP, and uses that method to assess the strengths and weaknesses of the entire program and to identify areas where progress has not met expectations. The committee found that the program has made good progress in documenting and understanding temperature trends and related environmental changes on a global scale, as well as in understanding the influence of human activities on these observed changes. The ability to predict future climate changes also has improved, but efforts to understand the impacts of such changes on society and analyze mitigation and adaptation strategies are still relatively immature. The program also has not met expectations in supporting decision making, studying regional impacts, and communicating with a wider group of stakeholders.

Climate change is occurring, is caused largely by human activities, and poses significant risks for-and in many cases is already affecting-a broad range of human and natural systems. The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

This collected volume deals with emerging issues related to climate variation, climate change and adaptation technologies, with a special focus on Latin American countries. Presenting a variety of adaptation strategies and projects currently being undertaken and implemented, the book showcases how Latin American nations are struggling to meet the challenges of climate change. Latin America as a whole and Central America in particular is one of the most vulnerable regions of the world and is severely affected by recurrent extreme climate-related events. This volume documents and analyzes the main challenges and lessons learned, serving to disseminate knowledge beyond the region and enhance international research and policy cooperation.
