This report is the proceedings of a December 2001 international symposium in Washington, DC organized by the National Academies and the Russian Academy of Sciences. The symposium addressed (1) characteristics of peaceful management of tensions in multiethnic societies, particularly in Russia; (2) policies that have contributed to violence in such societies; (3) steps toward reconciliation; and (4) post-conflict reconstruction.

In January-February 2005, the National Academies Committee on Counterterrorism Challenges for Russia and the United States and the Russian Academy of Sciences Standing Committee on Counterterrorism held a workshop on urban terrorism in Washington, D.C. Prior to the workshop, three working groups convened to focus on the topics of energy systems vulnerabilities, transportation systems vulnerabilities, and cyberterrorism issues. The working groups met with local experts and first responders, prepared reports, and presented their findings at the workshop. Other workshop papers focused on various organizations' integrated response to acts of urban terrorism, recent acts of terrorism, radiological terrorism, biological terrorism, cyberterrorism, and the roots of terrorism.

The dispute between Georgia and Abkhazia is not a conflict of equals. In international conflicts, adversaries may differ de facto on the ground, in terms of population, territory and capability, among other things. As internationally recognized states, however, they have equal de jure status, and fears that inviting the other side to the negotiating tablemight be construed as recognition, for example, rarely intrude. The question of status does pose problems, however, when a conflict is being fought between a recognized state and an unrecognized entity, and these problems may contribute to increase the intractability of such conflicts.This study explores how and to what extent the difference in status between a sovereign state and an unrecognized entity hinders conflict resolution activities. Based on intensive fieldwork and unedited negotiation material, the book provides an in-depth analysis of the negotiations, informal dialogues and grassroots activities that took place in Abkhazia and Georgia between 1989 and 2008.

This book provides a comprehensive overview of post-war labour market reconstructions, in the context of a regional bloc whose member states have experienced conflict. Focusing on the Southern African Development Community (SADC) region, the book explores how major conflicts often expose shortcomings in affected countries particularly on their post-war labour market reconstruction processes. The authors discuss how countries in the SADC region in particular are equipped to navigate such processes. This key question drives the overview of relationships between labour market issues and wars of liberation from colonial rule and apartheid, rights to self-determination and racial (in)equality and the need to succinctly explain how labour market issues shaped civil wars in some post-independent SADC member states. The book examines the role of the state in reconstruction processes of post-war labour markets and the contribution of labour market institutions to these reconstructions. It further analyses private sector participation in remaking labour markets and workers’ experiences in finding employment in labour markets under reconstruction. The book provides specific insights from experiences in the Democratic Republic of the Congo (DRC).

This title was first published in 2001. A range of views on the challenges of the social, political, legal and psychological reconstruction of bosnian society are presented in this volume. It draws on the knowledge and experiences of scholars and practitioners from Bosnia-Herzegovina and internationally, and presents an analysis of the Bosnian case as an example for the study of other mulit-ethnic societies emerging from war. By combining a theoretical analysis of multi-ethnic societies with practical examples, the book hopes to highlight the complexities and sensitivities of a political system in a multi-ethnic state, especially in a post-war setting.

Although group conflict is hardly new, the last decade has seen a proliferation of conflicts engaging intrastate ethnic groups. It is estimated that two-thirds of violent conflicts being fought each year in every part of the globe including North America are ethnic conflicts. Unlike traditional warfare, civilians comprise more than 80 percent of the casualties, and the economic and psychological impact on survivors is often so devastating that some experts believe that ethnic conflict is the most destabilizing force in the post-Cold War world. Although these conflicts also have political, economic, and other causes, the purpose of this volume is to develop a psychological understanding of ethnic warfare. More specifically, Handbook of Ethnopolitical Conflict explores the function of ethnic, religious, and national identities in intergroup conflict.
