This book is an examination of the effect of contemporary wars (such as the 'War on Terror') on civil life at a global level. Contemporary literature on war is mainly devoted to recent changes in the theory and practice of warfare, particular those in which terrorists or insurgents are involved (for example, the 'revolution in military affairs', 'small wars', and so on). On the other hand, today's research on security is focused, among other themes, on the effects of the war on terrorism, and on civil liberties and social control. This volume connects these two fields of research, showing how 'war' and 'security' tend to exchange targets and forms of action as well as personnel (for instance, the spreading use of private contractors in wars and of military experts in the 'struggle for security') in modern society. This shows how, contrary to Clausewitz's belief war should be conceived of as a "continuation of politics by other means", the opposite statement is also true: that politics, insofar as it concerns security, can be defined as the 'continuation of war by other means'. This book will be of much interest to students of critical security studies, war and conflict studies, terrorism studies, sociology and IR in general. The 1973 Yom Kippur War did not only have external implications on Israel, but also some dramatic internal implications, particularly with regards to the civil-military relations as well as the fields of psychology and political sociology. To this day, the consequences of this war are still prevalent in Israel, in terms of drafting security policies and the military doctrine. After the war, new identities were formed in the Israeli civil society, which began to function as active agents in shaping security policy. These players are not a unique Israeli case, yet their actions in Israel serve as a case study that illuminates their significant impact in other countries as well. This is due to the fact that the "Israeli Laboratory" is a liberal democratic society living with an ongoing conflict; it has a mandatory army that is sensitive to fluctuations in public opinion, culture and the media; and issues of national security and military conduct are always a top public concern. Consequently, this book examines the rise of five identities and agents that were formed after the 1973 War and highlights the effects they had on the formation of Israeli defense policy from then on. The book also clarifies the importance of exposure to these agents' activities, referring to the psycho-political social factors that may actually dictate a state's international policies. It therefore forms a study that connects sociology, political psychology, international relations, the field of culture studies and studies of strategy planning. Thus, the book is of interest to both the domestic-Israeli field of research and to the global scholarly discourse, particularly to academic disciplines engaged in civil-military relations (political sociology, political science).

Over the last two decades in the West, there has been a significant increase in the arrest, imprisonment and detention of migrants. The racial criminalization and victimization of migrants and Roma people has led judicial authorities, local governments, the police, mass media and the general population to perceive migrants and 'gypsies' as responsible for a wide range of offences. Taking into consideration the political and cultural conditions that affect and interconnect societies of emigration and immigration, the contributors examine and compare a range of cases in Europe and the United States. The contributions demonstrate how the persecution of the 'current enemy' is the 'total political fact' of the 21st century in that it ensures consensus and business, or what might be termed the 'crime deal' of today. This provocative book has international appeal and will be a valuable resource for academics, researchers and policymakers with an interest in migration and social and ethnic control.

This book explores changes in security governance in Europe from the 1990s, focusing on some of the most important consequences: the proliferation of ignored insecurities, including the increase of oncological diseases, environmental disasters, shadow economies reproducing neo-slavery and fiscal fraud, and the general damage to the res publica. What is the articulation of removal, reclamation and consequently the implementation of devices and the establishing of prevention practices? Why are the majority of victims and also the control agency professionals seemingly resigned to these ignored insecurities? Following more than 20 years of research in the area, the authors examine these questions and how the securitisation of society has been exacerbated. They argue that the primary cause of the increase in ignored insecurities is the consequence of the neoliberal turn in security governance. This book proposes an innovative approach to security governance, not only through a serious analysis of the balance of the costs and benefits, but also highlighting what is here termed `ignored insecurities'. The authors propose a review of the problems, showing that the governance of security is a crucial element of the contemporary political organisation of society. The book ends with an innovative reflection on the Anthropocene debate and the COP21 summit which took place in Paris in December 2015.

Security concerns have mushroomed. Increasingly numerous areas of life are governed by security policies and technologies. Security Unbound argues that when insecurities pervade how we relate to our neighbours, how we perceive international politics, how governments formulate policies, at stake is not our security but our democracy. Security is not in the first instance a right or value but a practice that challenges democratic institutions and actions. We are familiar with emergency policies in the name of national security challenging parliamentary processes, the space for political dissent, and fundamental rights. Yet, security practice and technology pervade society heavily in very mundane ways without raising national security crises, in particular through surveillance technology and the management of risks and uncertainties in many areas of life. These more diffuse security practices create societies in which suspicion becomes a default way of relating and governing relations, ranging from neighbourhood relations over financial transactions to cross border mobility. Security Unbound demonstrates that governing through suspicion poses serious challenges to democratic practice. Some of these challenges are familiar, such as the erosion of the right to privacy; others are less so, such as the post-human challenge to citizenship. Security unbound provokes us to see that the democratic political stake today is not our security but preventing insecurity from becoming the organising principle of political and social life.

Today, the U.S. Army is decisively engaged in both fighting an unfamiliar type of war and transforming itself to meet the challenges of future warfare. But what are those challenges? What capabilities does U.S. strategy demand of its military instrument? Where are the major capability gaps, and how should they inform Army Transformation to ensure the future expeditionary Army has the right campaign qualities? This paper argues that the major capability gap in today's force - and vital for future campaigns - is the ability to conduct stabilization. It begins with exploring the changes in U.S. strategy that are the impetus behind the need for greater capacity to conduct post conflict stabilization and reconstruction. Then, it analyzes the emerging role of the Army in post-conflict operations in the context of modern combat to more fully understand the specific requirements of stabilization. The paper then develops an operational concept - progressive stabilization - that complements the Army's concept of rapid decisive operations while improving its ability to contribute to long-term conflict resolution. It outlines three key force attributes an expeditionary force structure must have to provide the requisite mix of combat and stabilization capabilities. Finally, this paper builds on those attributes to suggest three areas where Army leaders must make near-term adjustments in the Modular Force to ensure the nation has a truly expeditionary force with the campaign capacity for both rapid decisive operations and stabilization.

This book provides an explanation for the fundamental disagreement pertaining to immigration and asylum in Europe. Since the collapse of consensus with the end of the Cold War, immigration and asylum have increasingly emerged as a central socio-political issue in Europe. The present work attempts to move beyond the complexity of ‘managing’ migratory flows by focusing on the most daunting issues arising from the response to the ‘refugee crisis’ in Europe. This debate is intimately connected to borders, security, belonging, citizenship and labour precarity/inequality. The book addresses some crucial dimensions related to the migration and asylum dissensus by providing an integrated frame of analysis from the point of view of resistance, rather than that of power. It connects notions of belonging and the migrant integration with the processes of de-democratisation, racist populism, citizenship and authoritarian migration regimes, and contributes towards a theory of the asylum and immigration dissensus by examining the potential for transition towards a society of equality and rights. The author proposes that the encounter(s) with surplus populations in Europe, which result in the multiplication of liminal regimes as well as spaces for resistance, generates potential for social imaginaries, promising a society unimaginable in previous epochs. This book explores whether the new capabilities made possible by precision-strike technologies are reshaping approaches to international intervention. Since the end of the Cold War, US technological superiority has led to a more proactive and, some would argue, high risk approach to international military intervention. New technologies including the capacity to mount precision military strikes from high-level bombing campaigns and, more recently, the selective targeting of individuals from unmanned aerial vehicles (UAVs) have facilitated air campaigns, supported by Special Forces, without the commitment of large numbers of troops on the ground. Such campaigns include, for example, NATO’s high-level aerial bombardment of Milosevic’s forces in Kosovo in 1999 and of Gaddafi’s in Libya in 2011, and the US operation involving Special Forces against Osama Bin Laden. The development of UAVs and electronic data intercept technologies has further expanded the potential scope of interventions, for example against Islamic militants in the tribal areas of Pakistan. This volume examines three key and interrelated dimensions of these new precision-strike capabilities: (1) the strategic and foreign policy drivers and consequences; (2) the legal and moral implications of the new capabilities; and (3), the implications for decision-making at the strategic, operational and tactical levels.
