This book is the last part of a trilogy and concludes a long-term project that focussed on nuclear waste governance in 24 countries. It deals with core themes of the disposal of high-level radioactive waste (HLW), e.g. the wicked problems of housing nuclear waste disposal facilities, public participation and public discourse, voluntarism and compensation in siting as well as the role of advisory bodies and commissions. The volume reflects on the diverse factors that shape the debate on what can be considered an ”acceptable solution” and on various strategies adopted in order to minimise conflicts and possibly increase acceptability. The various theoretical and empirical contributions shed light on several mechanisms and issues touched upon in these strategies, such as the role of trust, voluntarism, economic interests at stake, compensation, ethics, governance, and participation.

This book presents the universal issue of radioactive waste management from the perspective of the German legal system, analysing how lawmakers have responded to the problem of nuclear waste over the course of the last seventy years. In this book, Robert Rybski unwraps and explains the perplexing legal and social issues related to radioactive waste. He takes readers through the entire ‘life-cycle’: from the moment that radioactive material is classified as radioactive waste, through to the period of interim storage, and right up to its final disposal. However, this last step in radioactive waste management (that of final disposal) has not yet been achieved in Germany, or anywhere in the world, and has been the subject of hefty public debate for dozens of years. As a result, the book analyses the most recent regulations in place to enable final disposal. This Open Access book examines the radioactive waste management policies of ten European countries: Belgium, Finland, France, Germany, Italy, the Netherlands, Spain, Sweden, Switzerland and the United Kingdom. Most countries are in the process of planning and creating final storage solutions, while none has yet finalized this process. Over the past decades many countries have been renewing their decision-making processes and the institutions that support them. The book provides 16 lessons that may advance the future democratic decision-making process around radioactive waste management.

This book demonstrates that the long-term safety of nuclear waste repositories, special waste disposal and carbon storage (CCS) is highly challenging and monitoring may contribute to substantiate evidence, support decision making and legitimise the programme. Deep geological disposal is a long-term safety issue and, in parallel, requires long-term institutional involvement of the technoscientific community, waste producers, public administrators, NGOs and the public. What, where and when to monitor is determined by its goal setting: It may be operational, confirmatory (in the near field) or environmental (far field). Strategic monitoring as proposed here contributes to process, implementation or policy and institutional surveillance. It not only addresses the controversial long-lasting “problem” (of nuclear, other toxic or CO2 waste) but investigates some ways to approach for “solutions” or solution spaces – not just technical but also institutional, societal and personal. It includes the tailored transfer of knowledge, concept and system understanding, experience and documentation to specific audiences above. It is an integrative tool of targeted yet adaptive management and may be applicable to other long-term sociotechnical fields.

Resulting from a merger of two successful events, this book contains papers presented at the 11th International Conference on Waste Management and Environmental and Economic Impact on Sustainable Development. To prevent emerging threats to environmental and ecological systems we must learn from past failures to avoid repeating similar mistakes. Waste management is one of the key problems of modern society due to the ever-expanding volume and complexity of discarded domestic and industrial waste and its implications on health and the environment. Society is increasingly aware of the need to establish better practices and safer solutions for waste disposal. This creates a need for more research on current disposal methods such as landfills, incineration, chemical and effluent treatment, as well as recycling, clean technologies, waste monitoring, public and corporate awareness and general education. More recently, these concepts have given rise to the new model of the ‘Circular Economy’, which is based on the reuse of what up to now has been considered waste, reintroducing them into the production cycle. Further steps are required towards the improvement of current technologies, increased collaboration between the public, government and private sectors and increased involvement of all stakeholders. The included research works put a focus on the impact of economic constraints on the environment, taking into account the social aspects as well as the over-use of natural resources, contamination and toxicity. Problems of great importance are addressed, with the goal of finding constructive and progressive approaches to ensure sustainability.

This book explores the interplay between intergenerational justice and intragenerational justice using nuclear waste management as a consistent case to explore these themes. Lee Towers and Matthew Cotton examine the issue of intergenerational justice from a social scientific perspective, drawing on central case studies of nuclear waste management in Canada, Finland, and the United Kingdom.
