Constitutional politics is exceptionally intense and unpredictable. It involves negotiations over the very nature of the state and the implications of self- determination. The strength of secessionism in liberal-democracies varies in time and space. Inspired by historical institutionalism, Nationalism, Secessionism, and Autonomy argues that such variation is explained by the extent to which autonomy evolves in time. If autonomy adjusts to the changing identity, interests, and circumstances of an internal national community, nationalism is much less likely to be strongly secessionist than if autonomy is a final, unchangeable settlement. Developing a controlled comparison of, on the one hand, Catalonia and Scotland, where autonomy has been mostly static during key periods of time, and, on the other hand, Flanders and South Tyrol, where it has been dynamic, and also considering the Basque Country, Québec, and Puerto Rico as additional cases, this book puts forward an elegant theory of secessionism in liberal-democracies: dynamic autonomy staves off secessionism while static autonomy stimulates it.

Speaking at the Congress of African People in September 1970, Amiri Baraka said, “In Newark, when we greet each other on the streets, we say, ‘what time is it?’ We always say, ‘It’s nation time!’ Nationalism is about land and nation, a way of life trying to free itself.” National identity and nationhood are too often easily dismissed as retrograde populism or racist exclusion. Instead, they need to be understood as a key part of a vision of globalization that holds the imperatives of diversity and solidarity in a delicate balance. Jerry White offers a defence of the nation based on the assumption that struggles for national identity have often unfolded in ways that should be familiar to those who defend the political standpoint of the progressive left. Using the developments in key multinational states, including the United Kingdom, Spain, Belgium, and the United States, this book explores both the impact of the pandemic on nationalism and the broader multinational state as well as the significance of multinationalism for the response to the pandemic. Exogenous forces have the potential to significantly impact the shape and dynamics of multinational democracies. The Covid-19 pandemic is one such powerful exogenous force. The chapters in this edited volume, therefore, investigate the following questions: (1) How has multinationalism shaped the response to the crisis? (2) How has the crisis affected the self-determination objectives and strategies of the nationalist movement? The importance of research on the notion of trust has grown considerably in the social sciences over the last three decades. Much has been said about the decline of political trust in democracies and intense debates have occurred about the nature and complexity of the relationship between trust and democracy. Political trust is usually understood as trust in political institutions (including trust in political actors that inhabit the institutions), trust between citizens, and to a lesser extent, trust between groups. However, the literature on trust has given no special attention to the issue of trust between minority and majority nations in multinational democracies – countries that are not only multicultural but also constitutional associations containing two or more nations or peoples whose members claim to be self-governing and have the right of self-determination. This volume, part of the work of the Groupe de recherche sur les sociétés plurinationales (GRSP), is a comparative study of trust, distrust, and mistrust in multinational democracies, centring on Canada, Belgium, Spain, and the United Kingdom. Quebec’s most recent attempts to assert its distinctiveness within Canada have relied on unilateral constitutional means to strengthen its French and secular character, suggesting that an important change of political culture has taken place in Quebec.
