Two issues are bothering the humanity at present. Firstly, the contemporary national and international scenarios in socioeconomic, political, ethnic, and cultural domains are throwing up many issues, problems, and challenges relating to development, environment, human rights, human security, communal harmony, peaceful coexistence among nations, and world peace and security. Secondly, existing global institutions are proving to be wanting in their structures and authorities in solving these problems. Alternatively, a new global independent organization with enforcing authority is needed to act upon and solve these issues. The need for replacement of UNO seems to be justified because of failure to solve global problems. The nineteenth and twentieth centuries witnessed revivals of proposals for world government that were fueled by positive developments, such as technological progress in travel and communications that enabled rapid economic globalization as well as negative developments such as the devastating impact of wars fought with modern technology. The author's approach of the formation of the world parliament is through proportional representation of nation's parliaments, thus avoids direct election process for its formation. All the nations and their people's representatives are involved in the formation of the World Parliament and the world government. Based on this line of thinking, the structure for a new federal world government and the new federal world constitution are presented in this book.

This ninth revised edition of World Constitutions, a monumental work by seasoned authors, portrays the conceptual and legal framework of parliamentary democracies like the UK, Japan, Canada and Australia as well as of a presidential democracy like the USA. Tony Blair’s exit and making way for Gordon Brown as Prime Minister of UK, the spectacular triumph of Barack Obama as President of US and his sincere efforts to usher in an era of all-round peace and tranquility in hitherto strife-torn world, confronted with recession and morass of economic instability and insecurity have been covered while revising the book. The victory of Nicolas Sarcozy at the hustings in France has further given a flip to the concept of peace which has been on the last leg during the preceding regimes in some of the top democratic countries of the world. The Communist China which was vying with erstwhile Soviet Union sometime back has been given a prominent place in the book, portraying its considerably liberalised and substantially modernised socialistic infrastructure. The Swiss Constitution, the only direct democracy in the world, which is a judicious combination of presidential and parliamentary forms of democracy has been analytically presented. An incisive and comparative study of these constitutions will enable the reader to obtain an unbiased and dispassionate view of their working. Where necessary, eminent authorities on the subject have been quoted copiously. The book has been updated by incorporating the latest amendments to the constitutions. The Constitution of the Russian Federation has also been included while giving a synoptic reference to former Soviet Union, which was once a super power to reckon with.

The written contributions compiled in this book are based upon lectures held during a symposium on the administrative law implementation & enforcement of community law organized by the Directorate General Financial Control & the Dutch Law Association for the Study of Protection of Financial Interests of the EC. The topic is regarded from the perspective of both administrative practice & administrative law. While concentrating on the Dutch case the arguments put forward should also be of interest to the other EC countries since they also have to deal with both community law & national administrative law. Furthermore the book sheds light upon the development of community law in general. The importance of national administrative law for the putting into practice of community law is a topic which has received increasing attention from both the sides of administrative practice & legal science. At the same time it is clear that administrative law has acquired more & more community tasks & obligations. The latter development might point towards an European version of administrative law in the future.

This book assesses the attempt to establish a modern system of democratic government in Thailand against the background of Thai politics and culture. The fact that since 1932, when it became a constitutional monarchy, Thailand has had 18 constitutions speaks of an unstable political system which has seen rapid and repeated fluctuations between military rule and elected government. The main focus of this study is a critical discussion of the institutional frameworks which have been established under recent constitutions. Individual chapters deal with: Thai history and context, including the role of the monarchy and the military, and of constitutional drafting processes; parliament and elections; the executive branch of government, including the role of ministers, the civil service, of a contracting state and of anti-corruption initiatives; the structure and challenges of local government, including discussion of the southern insurgency; the Constitutional Court and constitutional enforcement; the constitutional role of administrative law and of the administrative courts; the constitutional protection of human rights, with freedom of speech as a particular case study.
