BOOK EXCERPT:
Understanding federalism - the form of political organization that unites separate polities within an overarching political system so that all maintain their political integrity - is central to the study of democratic government in the United States. Yet, many political scientists treat federalism as a set of abstract principles or a maze of budgetary transfers with little connection to real political life. This concise and engaging book boils the discussion down to its essence: federalism is about power, specifically the tug for power among and within the various levels of government. Author Larry N. Gerston examines the historical and philosophical underpinnings of federalism; the various "change events" that have been involved in defining America's unique set of federal principles over time; and the vertical, horizontal, and international dimensions of federalism in the United States today. The result is a book examining the ways in which institutional political power is both diffused and concentrated in the United States.

BOOK EXCERPT:
American Government: Constitutional Democracy Under Pressure highlights the necessary tension between our constitutional principles and institutions and the populist heat that sometimes roils our national politics, especially at the current political moment. Our constitutional democracy has been under pressure for some time, but few would deny that fears for its fate have deepened in just the past few years. We assume that our political institutions will limit and contain contemporary populism, just as the Founders intended and as they have in the past, but will they? An increasingly polarized electorate, urging their representatives to fight and never to compromise, may be stressing Constitutional limits. This new, compact core text offers to help American government teachers lead their students to a nuanced theoretical and practical understanding of what is happening in the politics of their Constitutional democracy today. A new, brief edition of Jillson's American Government text that is compact yet comprehensive. The "Constitutional Democracy Under Pressure" theme is timely and provocative. Puts contemporary trends toward polarization and populism in context.

BOOK EXCERPT:
When it comes to voting, taxes, environmental regulations, social services, education, criminal justice, political parties, property rights, gun control, marriage and a whole host of other modern American issues, the state in which a citizen resides makes a difference. That idea—that the political decisions made by those in state-level offices are of tremendous importance to the lives of people whose states they govern—is the fundamental concept explored in this book. Gary F. Moncrief and Peverill Squire introduce students to the very tangible and constantly evolving implications, limitations, and foundations of America’s state political institutions, and accessibly explain the ways that the political powers of the states manifest themselves in the cultures, economies, and lives of everyday Americans, and always will.

BOOK EXCERPT:
The Soviet Union is often characterised as nominally a federation, but really an empire, liable to break up when individual federal units, which were allegedly really subordinate colonial units, sought independence. This book questions this interpretation, revisiting the theory of federation, and discussing actual examples of federations such as the United States, arguing that many federal unions, including the United States, are really centralised polities. It also discusses the nature of empires, nations and how they relate to nation states and empires, and the right of secession, highlighting the importance of the fact that this was written in to the Soviet constitution. It examines the attitude of successive Soviet leaders towards nationalities, and the changing attitudes of nationalists towards the Soviet Union. Overall, it demonstrates that the Soviet attitude to nationalities and federal units was complicated, wrestling, in a similar way to many other states, with difficult questions of how ethno-cultural justice can best be delivered in a political unit which is bigger than the national state.
