Security is a major contemporary concern, with foreign and security policies topping the agenda of many governments. At the centre of Western security concerns is Turkey, due to its geographical proximity to converging major fault lines such as the Caucasus, the Mediterranean and the Middle East. As trans-Atlantic debates evolve around these major fault lines, future relations will have a direct impact on the re-orientation of Turkish foreign and security policies. This comprehensive study focuses on the future of Turkish foreign and security policies within the emerging strategies of the two Wests. Discussing the challenges Turkey has been facing since the turn of the century, it examines Turkish foreign policy in the context of trans-Atlantic relations - as a global actor, and with respect to conflict, new power relations, energy security, Greece, Cyprus and the environment.

Drawing on a variety of sources, ranging from interviews with key figures to unpublished archival material, Saban Halis Calis traces this ambition back to the 1930s. In doing so, he demonstrates that Turkey's policy has been shaped not just by US and Soviet positions, but also by its own desire both to reinforce its Kemalist character and to 'Westernise'. The Cold War, therefore, can be seen as an opportunity for Turkey to realise its long-held goal and align itself economically and politically with the West. This book will shed new light on the Cold War and Turkey's modern diplomacy, and re-orientate existing understandings of modern Turkish identity and its diplomatic history.

This book analyses the changing dynamics of sovereignty resulting from contemporary international state-building interventions. It aims to highlight how the exercise of ‘exceptional’ forms of power by intervening agencies impacts on the sovereign capacity of intervened states. Drawing upon in-depth analyses of three case studies – Kosovo, East Timor and the Kurdistan Regional Government, the book shifts the focus of the debate to the nature of contemporary intervention as an act of statemaking, and argues that foreign intervention changes the dynamics of political power upon which sovereignty is structured. At the same time, it reveals how intervention reproduces the imposed conditions of international state-making, thus permanently internalising external regulatory mechanisms. International intervention, in other words, becomes the constitutive element of governance in the newly created state. This book will be of much interest to students of statebuilding, war and conflict studies, global governance, security studies and IR.

In 1997 Turkey and Syria were on the brink of war, engaged in a very real power struggle. Turkey was aligned with Syria's main enemy, Israel, and there were seemingly intractable differences on the issues of borders, the sharing of river waters and trans-border communities. In less than a decade, relations were transformed from enmity to amity. Border issues and water sharing quarrels were moving towards amicable settlement and the two states' policies toward the Kurdish issue converging. Turkey undertook to mediate the Syrian-Israeli conflict and close political and economic relations were developing rapidly between the two states. Yet, with the Syrian Uprising, relations returned to enmity. What explains these remarkable changes? Given that Turkey and Syria are two pivotal states in the region, what are the implications of this changing relationship for the international politics of the Middle East, the balance of power and regional stability? This book is the first to provide comprehensive and comparative analyses to conceptualise the interaction between ‘hegemonic structures’ and those actors resisting them using the Iranian nuclear case as an illustration. It analyses the foreign policies of China, Russia and Turkey towards the Iranian nuclear programme and thereby answers the question to what extent these policies are indicative of a security culture that resists hegemony. Based on 70 elite interviews with experts and decision-makers closely involved with the Iranian nuclear file, it analyses resistance to hegemony across its ideational, material and institutional framework conditions.

Current debates on Turkish foreign policy flamed by Turkey’s purchase of S-400 air defense systems from Russia throws into question Turkey-US relations and poses a challenge to Turkey’s membership in NATO, which has been regarded as the most important symbol of Turkey’s alliance with the West. However, Turkey’s maneuvers between the US and Russia are not unique to the present era as they can be traced back to the Cold War period. In fact, Turkey’s alliance with the West did not prevent Turkey from establishing special relations with the Soviet Union. This book, which is spurred by Glenn Snyder’s theory on alliance politics, indicates that Turkey’s foreign policy moves shaped in accordance with the fear of abandonment and the fear of entrapment with regards to its relations with the US, did not only stay within the boundaries of the Cold War, but further moved beyond that era. The authors argue that Turkey’s maneuvers to balance the US with Russia in the historical context constitute a strong element of continuity and a significant pattern in Turkish foreign policy. Yet, the authors underline that the motives behind this legacy have changed in the 2010s due to the transformations occurred within global, regional as well as domestic contexts.

This book puts forward an original approach to Europeanization in a global context. Following the world polity approach, the author establishes the missing link between global, European and domestic realms and reveals the multiplicity of dynamics and logics driving the reform process in European Union candidate countries.
