This book takes stock of major and recent developments in welfare policy in the UK and Germany. Concentrating on trends since the 1990s it compares the similarities and differences between the two countries and analyses the degree to which social attitudes towards welfare provision, fairness, and social justice have changed. It focuses on the policy areas that have been particularly affected in recent years and examines change and possible convergence across three public policy domains: family policy, pensions and policies aimed at social and labour market integration. This is this, this ain't something else, this is this -Robert De Niro, Deerhunter his book may to some extent be viewed as the continuation of my T Doctoral thesis Epistemology, Methodology and Reliability. The dissertation was, first of all, a methodological study of the reliable performance of the AGM-axioms (Alchourr6n, Gardenfors and Makin son) of belief revision. Second of all the dissertation included the first steps toward an epistemology for the limiting convergence of knowledge for scientific inquiry methods of both discovery and assessment. The idea of methodological reliability as a desirable property of a scientific method was introduced to me while I was a visiting Ph. D. -student at the Department of Philosophy, Carnegie Mellon University in Pitts burgh, Pennsylvania, USA in 1995-96. Here I became acquainted with formal learning theory. Learning theory provides a variety of formal tools for investigating a number of important issues within epistemology, methodology and the philosophy of science. Especially with respect to the problem of induc tion, but not exclusively. The Convergence of Scientific Knowledge-a view from the limit utilizes a few concepts from formal learning theory to study problems in modal logic and epistemology. It should be duely noted that this book has virtually nothing to do with formal learning theory or inductive learning problems.

The free markets allocation of scarce natural resources did not prevent us from increasing our global energy thirst by 40% over two decades. The commodity price spikes we witnessed as a result in the past few years, are just a preview of what awaits us. To make matters worse, it is increasingly obvious that the owners of capital are now firmly in the driving seat when it comes to negotiating investment terms. The things they seem to put a premium on lately when it comes to allocating capital, is a lack of environmental and human rights protection and exemptions from taxation as a precondition. Given the failures we witnessed so far in trying to tackle global scale problems, which will be more frequent as we increasingly become a global village, the only logical alternative to current status quo initiatives is the sustainability trade tariff, designed to encourage environmental and human rights protections as well as encouraging efficiency evenly around the world. It is a big and even painful change that we have to make, but it may now be the only alternative to eventual collapse.
