Acknowledgement of the ethical dimension of global finance is commonplace in the wake of financial crises. The sub-prime crisis and ensuing credit crunch are only the latest in a long run of global financial crises that wreak social havoc and force us to consider alternative possibilities for global finance. By defining cosmopolitanism and analysing how cosmopolitan ideas can increasingly provide an account of the governance of global finance, Brassett examines whether global finance can be regulated so as to provide cosmopolitan values like social security, equality and democratic accountability. It suggests that such an exercise is not adequately resourced by existing theoretical approaches to critical IPE and instead develops a new pragmatic approach based on the thought of Richard Rorty. Combining ethical theory with empirical analysis, it focuses on the Tobin Tax – (a proposal to place a small levy on foreign currency transactions to dampen speculation and raise vast revenues) – and explores whether it could underpin more cosmopolitan forms of global financial governance. This book situates cosmopolitan ideas in the extant dilemmas and indeterminacies of global ethics, suggesting alternatives where possible. In recent decades, East Asia has become increasingly interconnected through trade, investment, migration, and popular culture at regional and global levels. At the same time, the region has seen renewed national assertiveness and nationalist impulses. The book interrogates these seemingly contradictory developments as they bear on the transformations of the nation and citizenship in East Asia. Conventionally, studies on East Asia juxtapose these developments, focusing on the much-exercised dichotomy of the national and transnational. In contrast, this book suggests a different orientation. First, it moves beyond the simplistic view that demarcates the transnational as "the West". Second, it does not view the national and transnational as distinct or contradictory spheres of influence and analysis, but rather, focuses on the interactions between the two, with a view on how these interactions work to transform the ideals and practices of the "good nation", "good society", and "good citizen". The chapters cover a broad range of empirical research--education, science, immigration, multicultural policy, human rights, gender and youth orientations, art and food flows, politics of values and regional identity--which highlight the ways in which the nation is reconfigured, and the relationship between the citizen and (national) collective is redefined, in relation to transnational dynamics and frameworks. Transnational Trajectories in East Asia provides a new perspective on and original analysis of transnational processes, bringing a fresh understanding to developments of the nation and citizenship in the region. While skepticism about the role of moral considerations in international politics has been influential within the discipline of international relations (IR), those writing on topics such as war, peace, rights and trade up until the twentieth century took seriously the importance of ethical values and moral debates. Part biography, part cultural history, part literary study, Rubén Gallo's book explores the presence of Latin America in Proust's life and work. The novelist lived in an era shaped by French colonial expansion into the Americas: just before his birth, Napoleon III installed Maximilian as emperor of Mexico, and during the 1890s France was shaken by the Panama Affair, a financial scandal linked to the construction of the canal in which thousands of French citizens lost their life savings. It was in the context of these tense Franco–Latin American relations that the novelist met the circle of friends discussed in Proust's Latin Americans: the composer Reynaldo Hahn, Proust’s Venezuelan lover; Gabriel de Yturri, an Argentinean dandy; José-Maria de Heredia, a Cuban poet and early literary model; Antonio de La Gandara, a Mexican society painter; and Ramon Fernandez, a brilliant Mexican critic turned Nazi sympathizer. Gallo discusses the correspondence—some of it never before published—between the novelist and this heterogeneous group and also presents insightful readings of In Search of Lost Time that posit Latin America as the novel’s political unconscious. Proust’s speculation with Mexican stocks informed his various fictional passages devoted to financial transactions, and the Panama Affair shaped his understanding of the conquest of America in a little-known early text. In November 1999 the first protests associated with the 'anti-globalisation movement' took place in Seattle, and came to be seen as the starting point for globalised resistance to neoliberal capitalism. Despite initial optimism, the following years have seen little progress in formulating a coherent alternative to neoliberalism, a failure that has become particularly poignant in the aftermath of the recent credit crisis. Now, the neoliberal mandate that appeared to be in 'crisis' in just 2008 has reinvented itself through the guise of a new 'era of austerity'. Globalised neo-liberalism has produced multiple crises – social, ecological, political. In the past, crises of global order have generated large-scale social transformations, and the current crises likewise hold a transformative promise. Social movements become a crucial barometer, in signalling both the demise and rise of political formations and programs. Elite strategies, framed as crisis management, create their own disordering side-effects. Experiments in movement strategy gain greater significance, as do contending elite efforts at repressing, managing or displacing the fall-out. In this book we investigate both movements and management in the face of crisis, taking crisis and unanticipated consequences as a normal state-of-play. The book enquires into the winners and losers from crisis, and investigates the movement-management nexus as it unfolds in particular localities as well as in broader contexts. The book deals with some of the most pressing conflicts of our time, and produces a range of theoretical insights: the ubiquity of crisis is seen as not only a hallmark of social life, but a way into a different kind of social analysis. Globalization has been contested in recent times. Among the critical perspectives is cosmopolitanism. Yet, with the exception of normative theory, international relations as a field has ignored cosmopolitan thinking. This book redresses this gap and develops a dialogue between cosmopolitanism and international relations. The dialogue is structured around three debates between non-universalist theories of international relations and contemporary cosmopolitan thought. The theories chosen are realism, (post-)Marxism and postmodernism. All three criticize liberalism in the international domain, and, therefore, cosmopolitanism as an offshoot of liberalism.
